Do I have a manual penalty?

My rankings and traffic suddenly went down about 50% around the end of Feb 2013.
I never received any warnings in webmaster tools (and as far as I know never did anything even vaguely black hat) but thought it might be a penalty since the drop was so steep and as far as I know there were no major algo updates at the time.
I sent a reconsideration request expecting to receive an answer that I have no manual penalty. Instead, I received the following email:
We received a request from a site owner to reconsider how we index the following site: http://www.sitename.com/.
We've now reviewed your site. When we review a site, we check to see if it's in violation of our Webmaster Guidelines. If we don't find any problems, we'll reconsider our indexing of your site. If your site still doesn't appear in our search results, check our Help
There have been no changes in my rankings.
Does this reply mean that I have/had a manual penalty?

Every so often I hear from someone who gets this sort of ambiguous reply. It's not that helpful, but here's what I can tell you from past experience.
If there was a manual penalty: the Google reviewer has not mentioned that it is still present. To me this suggests that any manual penalty that you may have briefly had, if any at all, has now been lifted.
Usually, when you get a reconsideration request that explicitly confirms this, it says that you may need to wait a while until your status is restored.
Because this is also omitted, it leads me to suggest that you may have an algorithmic penalty on your site that is present. We haven't seen a penguin algorithm refresh for a while, so it may suggest that your site may be suffering from duplicate content and/or Panda issues.
If you scroll to near the end of this article http://www.seowizz.net/2012/10/the-disavow-tool-works-real-sites-real-recoveries.html it features your specific reply and also draws the conclusion that there is no manual penalty, but there is an algorithmic one.
I think it may be a Panda issue, you can cross reference the time of your penalty with the Panguin tool for analytics, which is really helpful. If one of the last Panda refreshes matches up with your dates, it at least gives you a starting point.

Do people recover from an unnatural outbound links penalty?
Dear Friends I received an unnatural outbound links penalty on 4th of June 2016. I immediately acted on it, and analysed a lot of outbound links and removed most of them. I had to file reconsideration 2 times, but on 26th of June my penalty was revoked.However, traffic drop was even worse 27th June onwards and it is still dropping. Now, i dont know why the traffic is dropping. Any idea how much time it takes to come back from an unnatural outbound link penalty? PHd8BzX.png

301 redirect after penalty to domain which currently 301 to the penalised domain
Hello all, As I have mentioned in another Q&A, one of our new clients got hit by manual penalty. I checked their link profile and there was a lot of black hat involved. Long story sort, I submitted a reconsiderationr equest which was not enough as it seems 99,9% of his links are bad links. We took the decision to move a newly launched web site from www.websitename.com to www.website-name.com with the latter being an old domain name with good authority and clean link profile. The problem is that at the moment the www.website-name.com is set to 301 redirect to www.websitename.com and what we want to do now is take the web site off www.websitename.com and launch (not 301 as we dont want to pass the penalty to the clean domain) it to www.website-name.com. What is the best practise for this particular case and are there any things i should pay attention to? I would appreciate your advise!

How can you manually diagnose the canonical problem
Good Monrning from snow dusted minus 3 degrees C Wetherby UK... Is there a quick way to diagnose wether or not a website has a canonical problem or not? So far Ive been doing this for example: Typing a full web address then one without the w's and seeing if a 301 redirect has been set up. But I'm not confident this is the best way to diagnose if there is a canonical problem with a site. I would like to ad that I want to see if a canonical problem exists with any site and webmanster tools is not available. Any insights welcome 🙂

Duplication Penalty through Specs?
I am trying to figure our how to correct a recently incurred duplication penalty on a partner site. I didn't see any posts on this yet specific to my problem. The site used to be ranked on page 1 of Google for all important keywords but now we ran into the situation that many pages were bumped to pos 100 or lower due to duplication issues.
