Too many on-page links vs. UX issue

I am having an issue with many of our pages having too many on-page links. I have gotten many of them below the 100 page limit that is suggested and I understand this is not a critical factor with SEO, but my issue is this:
Many important pages I am trying to optimize are buried at a "3rd" level which is actually not accessible from the home page navigation dropdown due to our outdated CMS. I am trying to decide if we should develop our site to display these pages on-hover from the main navigation. This would make a lot of sense since users would find these pages easier, however adding this functionality would increase on-page links by a lot more.
So in your opinion, would it be worth it to spend the money to have this functionality developed? Or would it end up hurting our SEO standings?

FWIW, here's Matt Cutts making clear the "issue" of too many links per page is not an issue.

As long as you think it doesn't look "spammy," I think you should do it. User experience should be the first factor you consider in these decisions.
I mentioned this in an earlier thread, but I am currently working on two different sites targeting essentially the same market. They both get darn near the same google placement for target keywords. One of them I was allowed to redesign from the ground up, the other one I was not. The new site is generating 65% more leads with pretty much the exact same amount of traffic as the archaic, hard-to-navigate site.
I.E. you can get all the traffic in the world, but if people can't quickly find what they are looking for easily, your bounce rate will skyrocket and your business will not generate any capital via your website.
That's my two cents.

Alternatives 301? Issues redirection of index.html page with Adobe Business Catalyst
Hi Moz community, As for now we have two different versions of a client's homepage that’s dividing our traffic. One of the urls is the index.html version of the other url. We are using Adobe Business Catalyst for one of our clients and they told us they can’t 301 redirect. Adobe Business Catalyst does 301 redirects, but not to itself like an .htaccess rewrite. Doing a 301 redirect using BC from index.html to / creates an infinite loop and break the page. Are there alternatives to a 301 or any suggestions how to solve this? Why does it say I have a page with 106 links, but when I look there are only like 4?
Looking through my first crawl results and there is a page showing with 106 or so links. I clicked into the post and there are only 3 links and maybe 10 photos from Flickr. I have no clue how 106 popped up. Can you explain?

Do you get credit for an external link that points to a page that's being blocked by robots.txt
Hi folks, No one, including me seems to actually know what happens!? To repeat: If site A links to /home.html on site B and site B blocks /home.html in Robots.txt, does site B get credit for that link? Does the link pass PageRank? Will Google still crawl through it? Does the domain get some juice, but not the page? I know there's other ways of doing this properly, but it is interesting no?

What should i do with the links for "Login", "Register", "My Trolley" links on every page.
My website ommrudraksha has 3 links on every page. 1. Login 2. Register 3. My trolley My doubt is i do not want to give any weightage to these links. does these links will be calculated when page links are calculated ? Should i remove these as links and place these as buttons ? ( with look a like of link visually ? )

"Too Many On-Page Links" Issue
I'm being docked for too many on page links on every page on the site, and I believe it is because the drop down nav has about 130 links in it. It's because we have a few levels of dropdowns, so you can get to any page from the main page. The site is here - http://www.ibethel.org/ Is what I'm doing just a bad practice and the dropdowns shouldn't give as much information? Or is there something different I should do with the links? Maybe a no-follow on the last tier of dropdown?
