Link quality warning from GWT and drop in keyword ranking.

So last December we saw our hard work pay off as our Panda penalty was lifted and our traffic shot back up to pre-Panda levels.
Then in February we received this note:
We've reviewed your site and we still see links to your site that violate our quality guidelines.
Specifically, look for possibly artificial or unnatural links pointing to your site that could be intended to manipulate PageRank. Examples of unnatural linking could include buying links to pass PageRank or participating in link schemes.
Since December we've lost position on 80% of our top 100 keywords. I've gone through our links and can't figure out what the problem may be. Maybe I'm not using OSE properly. We don't buy links so I'm not sure what the problem is.
If someone can walk me through using OSE to see what the problem may be I would appreciate it.

So a couple of weeks ago I took Billy's advice and went through all of the domains that were spammy links. We hadn't asked any of these places to link to us but there were almost fifty of them. I put together a spreadsheet of them all and the action we attempted to take to get the links to us removed and then sent all the information through GWT for a reconsideration request. On Friday, after having this manual penalty since February, we received the following note. I still think we may be under a Penguin penalty of some kind but I'll have to wait and see what happens to our rank after this.

Our organic traffic difference between this year and last since we filed the spam link complaint has remained unchanged.
Our keyword ranking for most of our top keywords that we used to rank in the top five for is still down 20 -30 places since December.

We found another issue that, while not affecting this specific issue, could have been diluting rank. A while back we forced all of our urls to be lower-case but forgot to change the site code on a bunch of major pages to be lower-case as well so all of these links were 301'ing instead of being direct links. I've almost cleared that up now.

So I went through about thirty pages of links and found 45 from bad domains and submitted that to Google. I sure hope this is the problem because I don't know where to look next.

I should honestly hope not. Start with the spam sites and go from there. I will be surprised if this isn't it.

I'm compiling a list now.
There are lots of sites in our niche (Catholic) that have linked to our store in their side bar over the years. Google wouldn't be penalizing us for that, would they?

I agree but that has to be it. You could also try compiling a list of the links you never asked for (the spam sites) and going to Google spam report form and explaining everything in the 'additional information' field just to get this in front of someone on the spam team. I did that for a client either it helped or it was a huge coincidence but their rankings were back in a little less than two weeks. No promises, but it seemed to work for us. The report is here https://www.google.com/webmasters/tools/paidlinks?pli=1&hl=en and I just clicked on 'Paid Links' and then just explained EVERYTHING (I know these arent paid links, my clients weren't either, but it was the only link related choice.

Once I get to page 70 of the results I see some sites that look like spam sites linking to us.
I guess I can try to contact these sites to get links to us removed.
It seems strange that there are 70 pages of what seem to me real, normal results before any of these show up but we are getting penalized for these links at the bottom of the barrel.

You have a link from http://www.slantmodels.com/marcelperes/ and it is FILLED with hidden content. There are probably others but that is just the one I found. Don't just look at your link report, look at the pages that link to you and make sure there is nothing shady going on.

Too many links pointing to our privacy policy page: Hurting our ranking efforts of main pages?
Hi community, As per the "Links" report from GSC, there are millions of pages pointing to our privacy policy page. We can expect high number of links to this page being ours an open source product. But these links are overtaking the count of links pointing to our homepage which are very artificial from few spammy or low quality sites. "Privacy policy" anchor text is also been the top anchor text. Our homepage ranking dropped and I suspect this is the culprit. Google might be considering this is the important page being linked on top with anchor text. Shall I Disavow these sites and will this makes Google stop counting links, and the anchor text coming from these sites as well? Suggestions please. Thanks

Website starts ranking on Google then always drops - Targeted for Australia but most traffic from U.S - Bounce Rate at 94.49% - HELP!
Hi everyone, Thank you for your time. During the past 8 months I have been working on this website which is a .com.au . I have fully optimised the website which is targeting Brisbane in Australia and I have setup everything (Sitemaps, Geo location on WMT, Fetched as Google etc..) However the website just does not want to rank at all. I know that the previous SEO company were not too good but since then I have disavowed all unnatural links, we have moved the hosting to a new company and the website content has been updated. Only recently the Website has started ranking for it's brand name (not even in top of Google) and whenever a keyword starts ranking above the Top 50 of Google it suddenly drops again. The other issues is that even if I have setup the website to target Australia the majority of traffic comes from the U.S. Last month out of the 127 Session - 85 from United States - 29 from Australia - 3 Brazil - 2 India - 2 Italy - 1 Canada etc... Because of this the website has a Bounce rate of 95%. If you would have any advice, tips or recommendations that I could do to try and fix this it would be much appreciated. I suppose we can consider this as some kind of penalisation - potentially due to the past work and issues that occurred before the business became our client but I am not sure what more I can do to stop the wrong traffic and improve the rankings. NoFollow tag for external links: Good or bad?
I have a few sites that have tens of thousands of links on them (most of them are sourcing images that happen to be external links). I know that it's a good thing to externally link to reputable sources, but is it smart to place the nofollow tag on ALL external links? I'm sure there is a good chance that external links from posts from years ago are pointing to sites that may now be penalized. I feel as though nofollowing all the external links could come off as unnatural. What are the pros and cons of placing the nofollow tag on ALL external links, and also if I leave it as is and don't put the nofollow tag on them. Thanks.

Footer links VS Page links - Which one is best?

Link Building Plan Need some tips

My current MozRank for my domain is 2.28, but my mozbar shows my homepage to be MozRank to be 3.35 Link Building Plan -Around 50 Directory submissions to high PR directories and high MozRank domains Free listings Paid Listings -3-5 articles written for guest posts Around 25 Local Business directories such as brownbook.net, whitepages, etc -Around 20 dofollow forum profile creation and backlinks from signatures -Squidioo Lens Creation( I will be creating high quality content related my website which would be web design, internet marketing, seo services.) -Hubpages Creation My question is should the content used on squidioo be 100% original, like can I post the content to other directories as well? -Article Directories Okay so from what I've read this is method doesn't really give much benefit with the recent updates, is this true or should I still at least submit some articles to article directories. I am also confused wouldn't distributing your articles to article directories be considered duplicate content? 20-25 Blog Comments on related blogs that support dofollow blog commenting, also will build some nofollow blog comment links for link diversity

Site dropped suddenly. Is it due to htaccess?
I had a new site that was ranking on the first page for 5 keywords. My site was hacked recently and I went through a lot of trouble to restore it. Last night, I discovered that my site was nowhere to be found but when i searched site: mysite.com, it was still ranking which means it was not penalized. I discovered the issue to be a .htaccess and it have been resolved. My question is now that the .htaccess issue is resolved , will my site be restored back to the first page? Is there additional things that i should do? I have notified google by submitting my site

What Google considers to be a branded keyword?
We can set our own keywords as branded in SeoMoz campaign, but Google would not necessarily see them like branded. After reading the Blog post at http://www.seomoz.org/blog/how-wpmuorg-recovered-from-the-penguin-update I had a question: Are there known rules (or at least guesses) what Google considers a branded keyword/anchor text? I guess the first one would be your website domain. So bluewidget.com for example would be a branded keyword for bluewidget.com website. How about Blue Widget or Blue Widget Company?
