How would you increase rankings if you were in charge of the SEO for this site

How would you get them to the #2 spot for "NLP" and the #2 spot for "NLP Training"
They won't do link building due to reputation in the industry. They're open to Google+ and the +1 button. They are willing to add stellar targeted authoritative content. They're adding a blog and comprehensive "What is NLP?" article.
They are a "Top 5" authority in the field.

1. Guest blog on niche related high PR/PA/DA domains.
2; Get ultra high Authoritative links. (yahoo, usnews, huffingtonpost sites)
3. Press release to get authoritative links
4. Top paid directories such as Yahoo.
Best bet is start with #2 and work your way to #1 then #3 then #4.
Looking at their content, authority and such, honestly its not that hard to rank those keywords to the top though #2 is difficult to say. Top 5 is definitely do-able in a few months.

If they're opposed to link building then they are going to have to work hard at creating as you say "stellar targeted authoritative content" and then make sure they engage on social media to sharing their content that will hopefully encourage others to create links for them.
Looking at the make up of the current top 10 for those search phrases there is a lot of hard work ahead to compete and be number 2.
A couple of brief things about their site currently and in particular their articles.
I would recommend finding a consistent way of creating their page URLs. Some are hyphenated but many are not (e.g. http://www.nlpca.com/DCweb/dcwebdynamicspinreleasearticlehtml.html) and as such they are not clear to read as humans even if a search engine can probably makes sense of them. Some are to PDFs and some are to external websites, but you don't know what you are going to get when you click the link. The articles need to be better organised.
Also, scanning their articles those I looked at seemed to contain no links, i.e. referencing other articles on the site or even citing external experts.

Promoting several posts on FB increases the reach for all posts
My FB page has a reach for 3000-5000 views. I promoted several posts and got 40 000-60 000 views per promoted post. An interesting thing that now when I post on my FB page I got 5000-8000 reach without promoting? Have you similar experience?

Anyone do SEO for facebook business pages? I'm having trouble with timeline layout.
I am working on my facebook business page and am frustrated with the new "timeline" facebook layout which really does not make sense as a business page. I have not found a way to change it to a traditional layout and have read some posts that said facebook does not allow you to go back from timeline. Does anyone have a good layout suggestions for a facebook business page with SEO in mind? Thanks.

Facebook likes, search rankings, acquisition speed. Concern?
SEOs know that a rapid uptick in link acquisition speed can trigger a red flag within google. Is the same true of a FB Like campaign? I'm not up to speed on whether Google is believed to use Facebook Likes in its ranking algo. Should we treat a FB Like acquisition campaign like we do linkbuilding -- namely, throttle it so that there isn't a huge spike in growth rate for a short period? Surely FB might have internal algos that devalue 'astroturf' likes, but the core concern of this client is whether SEARCH RANKINGS might suffer if the FB Likes grow too quickly. My gut says no, don't be concerned. What do you think?
