Is linking out to different websites with the same C-Block IP bad for SEO?

Many SEOs state that getting (too many) links from the same C-Block IP is bad practice and should be avoided. Is this also applicable if one website links out to different websites with the same C-Block IP?
Thus, website A, B and C (on the same server) link to website D (different server) could be seen as spam but is this the same when website D links to website A, B and C?

As long as the sites are high quality (i.e. high pagerank/mozrank) I wouldn't worry about it. There is nothing wrong with linking to 3 sites in a post that happen to be from the same C-Block. As long as you're not linking to the same 3 sites over and over in a spammy or manipulative way, you should be perfectly fine.
There is also nothing wrong with getting links from 3 sites from the same C-Block. Happens all the time. As long as Google doesn't suspect that you own all 3 sites and are linking out in a manipulative manner, you should be fine.
Unless you are actively trying to do something sneaky like create a link network, C-Blocks should be the last thing you're worried about as an SEO.

Multiple E-commerce website
Following is a scenario where we plan to have a single database and different sites pulling product information from this. There will be a primary site with all the products listed and then there will be other category based website with the same products. All transactions will happen on respective website. The common factor will be products and its information. Our question is should we have different item numbers for the same product listed on two websites or they can be the same.?

Negative seo by Shady SEO Firm?
Recently a former client of man called me up and said that his rankings for his Auto Repair Shop in Tacoma WA had dropped and he had his worst November in sales since they hired this new SEO firm to rebuild their website and provide SEO. Of course the first thing I did was check his back links and sure enough there are 22 links from Yellowbook.com all pointed to different cities I checked the SEO firms website and they and they had 4 links from YellowBook. The problem was the links from YellowBook were all optimized from different cities. I am pretty sure Google penalized my client for the unnatural back-links to YellowCrook.com. Does the community agree that these links caused the penalty? New un-natural links to my website that i didnt create.. and lots of them!
Hi There In the last few months my search organic traffic has gone down and i am looking into links to my website through webmaster tools. It looks like there is some sort of automated robot that is building new links to my website at a rate of 5 per week! All are spammy, directory links. It looks like this has been going on for a few months now. I have no idea how to find and stop this. But i have a feeling this might explain why my traffic is down. ALSO non of these links are in MOZ Open site explorer or Majestic SEO.. they are just showing as just discovered in webmaster tools. I am assuming that means its pretty accurate ?! Webmaster Tools Showing Bad Links Removed Over 60 Days Ago
Hello, One of my clients received the notorious message from Google about unnatural links late last March. We've removed several hundred (if not thousands) of links, and resubmitted several times for reconsideration, only to continue with responses that state that we still have unnatural links. Looking through the "links to your site" in google webmaster tools, there are several hundred sites / pages listed, from which we removed our link over 60 days ago. If you click each link to view the site / page, they contain nothing, viewable or hidden, regarding our website / address. I was wondering if this (outdated / inaccurate) list is the same as the one their employees use to analyze the current status of bad links, and if so how long it will take to reflect up-to-date information. In other words, even though we've removed the bad links, how long do we need to wait until we can expect a clean resubmission for reconsideration. Any help / advice would be greatly appreciated -

External links in a global footer
My company runs a real estate site (http://yochicago.com) that features editorial blog and video content. In our footer, we feature links to some of our client sites. That footer is global, i.e., on every page of the site, of which there are thousands. One of our clients has been hit by Google for unnatural links. While I am very aware of them using a network of junk sites (http://www.seomoz.org/q/can-our-white-hat-links-get-a-bad-rap-when-they-re-alongside-junk-links-busted-by-panda), could we be contributing to the problem? Our site has the most links into the troubled site.

Link Building: Location-specific pages
Hi! I've technically been a member for a few years, but just recently decided to go Pro (and I gotta say, I'm glad I did!). Anyway, as I've been researching and analyzing, one thing I noticed a competitor is doing is creating location-specific pages. For example, they've created a page that has a URL similar to this: www.theirdomain.com/seattle-keyword-phrase They have a few of these for specific cities. They rank well for the city-keyword combo in most cases. Each city-specific page looks the same and the content is close to being the same except that they drop in the "seattle keyword phrase" bit here and there. I noticed that they link to these pages from their site map page, which, if I were to guess, is how SEs are getting to those pages. I've seen this done before on other sites outside my industry too. So my question is, is this good practice or is it something that should be avoided?
