Does Google differentiate between a site with spammy link building practices from a victim of a negative SEO attack?

I've be tasked with figuring out how to recover our rankings as we are likely being hurt by an algorithmic penalty. I have no idea if this was the workings of a previously hired SEO or the result of negative SEO, **how does Google differentiate between a site with bad/spammy link building practices from a victim of a negative SEO attack? **

Thanks for the replay Marc, that clears up my confusion.
I had chance to ask John Mueller (from Google) what to do about spammy backlinks and he automatically assumed I was up to no good. I've never bought a crappy link in my life. Previously hired SEOs and/or unscrupulous competition were likely the culprits. We can take accountability for ignorantly hiring shady link builders but apologizing for being a victim of negative SEO is flat out ludicrous.

In general Google doesn`t differentiate between them - if you get the chance or better take the chance to get in a dialog or direct contact with Google (f.ex. using the reconsideration request) they can get this information. But I doubt that they care about that. Unfortunately you have to do the same work in both cases: clean up the mess.

Our client's Magento website has been running for at least a decade, so has a lot of old legacy categories for Brands they no longer carry. We're looking to trim down the amount of unnecessary URL Redirects in Magento, so my question is: Is there a way that is SEO efficient to setup permanent redirects at a server level (nginx) that Google will crawl to allow us at some point to delete the categories and Magento URL Redirects? How can I avoid too many internal links in my site navigation?
Hi! I always get this notification on my pages 'Avoid Too Many Internal Links' when I run the Page Optimization Score. And this is the message I get how to fix it: Scale down the number of internal links on your page to fewer than 100, if possible. At a minimum, try to keep navigation and menu links to fewer than 100. On my website I got a desktop navigation menu and a mobile variant, so in the source this will show more internal links. If I hide those links with CSS for the view, is the problem then solved? So Does Google then see less internal links? Or does Google crawl everything? I'm curious how I can fix this double internal links issue with my navigation menu.

Do Com Junct links affect your site with Google and Penguin
We received the dreaded letter from google in reference to "unnatural or artificial links" Our site has affiliate programs through Commission Junction and Link Share and between the two programs we have over 8000 affiliates or advertisers. Our site has been very successful, but our organic search traffic is down as our rankings in the search engines have dropped. My question is do the affiliate links have an effect on our site with Panda or Penguin?

Best practices for switching site languages around
Hi folks. The site in question is at http://bit.ly/UDV186 It is split into English and Spanish versions, each at root/en and root/es respectively. The home page is in Spanish. We're trying to rank the site for English keywords so we want to switch the homepage to English and put the Spanish version as secondary. What are the best practices for this? Can we just literally swap the two versions around onto the existing URLs, i.e. take the English text and put it onto the home page? Provided all links point to the correct page, would that be fine? Are there any other best practice considerations to take? Thanks in advance.

How to produce no follow links on my joomla site
Hi i have been reading that if you have links going out of your site then this can damage your site, so i have been trying to find out, how i can do no follow links for some of the affliate sites that i have on my site. Site links in the footer template – still good for SEO?
Hi there, When I did a redesign a few years ago, I had it in my mind that site links in 3 or 4 columns at the bottom of the home page, and every other page, would be good for SEO. Having links to interior pages using keywords and phrases from the home page and all that…. I think this might now be outdated thinking? As long as there are some links from the home page to important interior pages to pass link juice that is what matters? Google might not even looks at links in the footer? Is this correct? Thoughts? Advertising and negative impact on SEO
On one of my sites, I've been trying to get the word out by contacting blogs and asking them to share my site with their readers. This has resulted in some free publicity for my site, as well as quite a few paid reviews/sponsored posts. Note, however, that I've never paid for links, just reviews of my site... When I started this about 2 months ago, my site was a PR3 and getting fairly lowsy organic search traffic (i.e. 30-40 visits a day from Google). Then a few days ago, my PR dropped to 1. I didn't worry too much though, because my organic traffic was still around 30-40 visits a day. Now today, I checked and I only had 1 visitor the entire day from Google. Obviously I've been penalized. My most important question is, what can I do? Do I have an recourse, or do I need to just shut the domain down and move elsewhere? Second, wtf is Google penalizing this? I understand the argument against paid links, but should I not be allowed to advertise my site? Apparently I can buy links all day long through Google and they'll happily take my money, but the minute I pay some poor blogger to write an article about my site to their audience, I get penalized? Please help, I can't believe I just destroyed one of my sites like this!
