Help with 50 Plus Penalty, No Manual Action Reported

We have a client who had been ranking in Google’s top ten organic results for 2 of his major keywords last year. Currently Bing and Yahoo ranks his site #1 for both of these terms; the ranking pages that are appearing were specifically targeted with these words.
As of now, the client appears to have a 50 plus penalty for these two keywords. Appearing #76 for one term and # 60 for the other.
We were thinking of submitting a reconsideration request through Google Webmaster tools, but discovered that you aren’t allowed to do that unless a Manual Action has appeared, which in this case has not.
The only problem we’ve had with the site from an SEO standpoint is that we recently discovered a website that had copied some of the product descriptions verbatim. The client contacted the site owner who took it down immediately (about a month ago), but we still have not seen any improvement in rankings for these keywords.
Does anyone have any ideas on how to communicate this Google and get the suspected penalty lifted if a reconsideration request is apparently not available?

You've probably solved this already, but you first need to figure out whether it's a Panda or a Penguin penalty. This is probably a link-based penalty, but I can't say without seeing the site. If so, you'll want to work on link removal. A good place to start are on links with a high spam score. Try to get them removed, and add any spammy/purchased links to a disavow.
Let me know if you still need some eyes on it.

Complicated Title Tag Issues. Experts, Please Help!
Hey there Moz community! This is the first time I ask a question here so please forgive me if I miss any forum etiquette. I am managing SEO for an educational site which is built in React Js, and so far much of the job has been keyword research and site optimization. The site still has slow PageSpeed though. The Issues - 4 weeks ago we published 20 or so content pieces, I had pre-prepared title tags and meta descriptions. But when we released the content there was a programming error that made all of the pages show another title tag for all 20 pages instead of the pre-prepared individual title tags. I noticed this after 3 days and the issue was fixed within 6 days, but by then Google had crawled and indexed the pages. And now I can't get Google to change to the pre-prepared tags no matter what I do! I've tried changing the content, changing the URL of one of the pages, and I've sent Google spiders to re-crawl the pages multiple times. The super weird thing is that the correct title tag shows in the 'navigation bar/tabs bar' on google chrome: But NOT when I view the source code for the page: Yesterday I was taking a walk in the park and I just couldn't stop thinking about it (it is really starting to get to me by now since nothing works), so I ran back home and looked closely at one of these pages in the Google search console. And I noticed something I hadn't seen before… BOTH of the title tags can be found in the HTML: Pre-prepared title tag: <title></strong>UK Seat Belt & Car Seat Laws: The Definitive Guide<strong></title> The other title tag (in src section): title=Ace%20The%20DMV%20Permit%20Test%20%26%20Get%20Your%20License Could this be the problem or what do you think? I've understood that Google has automated title tags and that they can choose their own if they think it fits better, but the title tags aren't even close to describing the topic as it is now so it doesn’t make any sense. Buying a disused website and using their content - penalty risk?
Hi all, I'm in the process of setting up a new website. I have found various old websites covering a similar topic and I'm interested in purchasing two of these websites for their content as it is very good, despite those sites struggling to make ends meet. One of these websites is still live, the other one hasn't been live for 2 years. Let's say I bought these websites for their content, then used that content on my new domain and made sure the two websites where this content came from were offline, would I run a risk of getting penalised? Does Google hold onto content from a website even if it is now offline?

Same Branding, Same Followers, New Domain After Penalty... Your Opinion Please
I know I've asked a similar question in the past but I'm still trying to figure out what to do with my website. I've got a website at thewebhostinghero.com that's been penalized by both Panda and Penguin. I cleaned up the link profile and submitted a reconsideration request but it was denied. I finally found a handful of additional bad links and I submitted a new disavow + reconsideration request a few days ago and I am still waiting. That said, after submitting the initial disavow request, the traffic has completely gone and while I expected a drop in traffic, I also expected my penalty to be lifted but it was not the case. Even though the penalty might be lifted this time, I think that making the website profitable again could be harder than creating a new website. So here's my questioning: The website's domain is thewebhostinghero.com but I also happen to own webhostinghero.com which I bought later for $5000 (yes you read that right). The domain "webhostinghero.com" is completely clean as it's only redirecting to thewebhostinghero.com. I would like to use webhostinghero.com as a completely new website and not redirect any traffic from thewebhostinghero.com as to not pass any bad link juice. Pros: Keeping the same branding image (which cost me $$$) Keeping the 17,000+ Facebook followers Keeping the same Google+ and Twitter accounts Keeping and monetizing a domain that cost me $5000 webhostinghero.com is a better domain than thewebhostinghero.com Cons: Will create confusion between the 2 websites Any danger of being flagged as duplicate or something? Do you see any other potential issues with this? What's your opinion/advice? P.S. Sorry for my english...

Help needed regarding 1:1 Redirection
Hi all, We are currently working on a very large site having approximately 5000+ pages and its going to be 301 redirected to a new domain. For this we need to redirect each and every page on a 1:1 basis as mentioned in the Webmaster Central guide. Now the site is in flt file and not in CMS and is becoming very tough to set manually redirection for these pages. The site is hosted in a Windows server and using IIS web config file. Now any help regarding any automated or easy way to do the 1:1 redirection will be appreciated. Thanks in advance,

Why is Google Reporting big increase in duplicate content after Canonicalization update?
Our web hosting company recently applied a update to our site that should have rectified Canonicalized URLs. Webmaster tools had been reporting duplicate content on pages that had a query string on the end. After the update there has been a massive jump in Webmaster tools reporting now over 800 pages of duplicate content, Up from about 100 prior to the update plus it reporting some very odd pages (see attached image) They claim they have implement Canonicalization in line with Google Panda & Penguin, but surely something is not right here and it's going to cause us a big problem with traffic. Do links to Blog articles help that much?
So here's my question/scenario.. When it comes to link-building, I'm noticing a trend that goes like this: If you have a website like www.insurancelondonontario.com and you want to rank highly for the target phrase 'insurance london ontario', you need to get links with that anchor-text pointing to the index page, which is the page you want to rank for that keyword. But what I'm noticing, is that a lot of link builders use a strategy where they create a good piece of content.. like "10 Ways to Decrease your Car Insurance Premiums" within the blog, and then build links to that article since it's easier as it's a good piece of content. My question is.. how much can this really help you to rank for 'insurance london ontario' if all your doing is building links to that blog article, and not the main page? I know it helps the overall domain authority, but is it enough to get you ranking for your goal phrase, or is it just a supporting method?
