Can I Use Meta NoIndex to Block Unwanted Links?

I have a forum thread on my site that is completely user generated, not spammy at all, but it is attracting about 45 backlinks from really spammy sites. Usually when this happens, the thread is created by a spammer and I just 404 it. But in this instance, the thread is completely legit, and I wouldn't want to 404 it because users could find it useful.
If I add a meta noindex, nofollow tag to the header, will the spammy pagerank still be passed? How best can I protect myself from these low quality backlinks? I don't want to get slapped by Penguin!
**Note: I cannot find contact information from the spam sites and it's in a foreign language.

As LesleyPaone suggested below, ensure your post links are set to nofollow; this is especially sought after for spammers and bots.
I would not suggest using a noindex tag, unless you want your pages to be removed from the SERPs (which I don't think you do).
Don't be afraid to use the Disavow tool, but only use it on sites/pages that you identify as spam. The issue with Disavowing is that some users disavow an entire domain and the domain may not be spam related, thereby removing wanted links from a site's backlink profile.
If you know the site is spammy and do not want backlinks from that site, then feel secure disavowing the domain.

In this instance, no, a bot is not creating spam on MY site. Someone is linking to my site from an external, spammy site. So yes, I am "wondering how to combat external forum threads that link back to your website, but are spammy." As you put it.
You mention using the Google disavow tool...but I have read that it can be dangerous to use. Would a case like this really warrant use of Google disavow? And back to my original question, can I use meta noindex, no follow to block bad link juice?

I help moderate a relatively busy forum, sever hundred thousand active users, let me share some of our insights.
It sounds like you have links in posts being followed, no follow all links in posts no matter who posts them. For footer signatures, make a threshold, say 25 posts before the user can have a footer signature. If you want to give people more incentive to post, have a do follow link in their profile after a certain threshold has been passed, like Moz does.
Fighting forum spam is a full time job almost, but it is easier to beat it in the beginning than just handle it as it comes in. Create a honey pot on your registration form and change it out weekly. As for the links on the other sites I would disavow them, but once you stop the spam, they should stop. What they are doing is called link laundering. They are placing a link in your forum, then they are using a service like fiverr or similar to build backlinks to the forum link. They do this in hopes to raise the authority of the forum post and in turn raise the authority of links pointing to their site. They are pretty insulated from penalties by doing this, but they risk you getting a penalty.

Are you saying that you have a forum where spam/bots create a forum thread to link back to their website? Which creates a number of spammy threads on your forum which you then have to remove?
If so, then you would first want to combat that spam through your Forum software. How can you create barriers for bots creating new threads?

Require someone to create an account and login prior to posting

Require threads with a link to go to admin moderation

Make it so only users with X Activity have the ability to post links (e.g. users who have previously posted 10 legit threads can enable posting links in forum threads)

Integrate a CAPTCHA when posting threads/comments
These are a few common strategies for preventing on-site forum spam.
If you're wondering how to combat external forum threads that link back to your website, but are spammy. Then identify those pages and use the Google Disavow Tool to distance your site from that spammy content. If you notice a domain being habitually offensive, you may want to disavow the entire domain for any future backlinks.

How to dismantle a link building scheme?
My team performs SEO only in the real estate space. While doing some research recently we came across a semi-elaborate link building scheme by one of our competitors. This SEO firm built a dummy real estate resource site with lots of general content, nofollow links to brands (e.g. NYT, Fannie Mae etc.) for validation and links for high-valued keywords pointing to their clients' sites. Basically the whole site is a clever front to help their clients rank. Still, it seems to be working for them (at least for now), which I'm guessing is due to lack of strong competition and the site being quite old. Oh, and they also charge to become "affiliates" on the site, i.e. paid links disguised as non-paid. I reported the scheme via the Search Console. Anything else we could do? Have any of you had experience dealing with this kind of link scheming before? Any guidance is appreciated. Thank you!

I'm seeing thousands of no-follow links on spam sites. Can you help figure it out?
I noticed that we are receiving thousands of links from many different sites that are obviously disguised as something else. The strange part is that some of them are legitimate sites when you go to the root. I would say 99% of the page titles read something like : 1 Hour Loan Approval No Credit Check Vermont, go cash advance - africanamericanadaa.com. Can someone please help me? Footer images links, good or bad?
Hi everybody! I have a very serius question because i have a problem with this. We run a website of voucher codes and we are looking that our rivals are putting their logos on footers of online stores with images, sometimes link to home, sometimes link to store within webpage. Should i ask for the same to online stores? I have scary to get a penalty by Google. Please help me with this and recommend me something because we are doing fair play but rivals are doing this and they get best results in SERPS. Thanks very much! Best regards!

Getting Back Links When I Cannot Add Outbound Links to My Site
I have a collection of websites that I do not control in terms of content or page creation/editing. As a result, I have no way to add links to outside sites on any existing or new pages. Given this, how can I go about finding and requesting other sites link back to our sites/pages if I cannot offer them a link to their site in return? I know that content is a link driver, but I do not control the content, so I cannot develop new content to help drive links. I appreciate any help/advice any experts can provide.

Hi all, This will probably be a fairly simple question, however I'm unsure of the correct terminology to get a good answer via search. Some of my competitors have links in the comment section of highly respected websites, example of one occurrence on the mighty Wired: http://www.wired.com/bodyhack/2007/07/good-green/ Since Panda and Penguin I know Google has attempted to disregard any sort of link juice from such comment/forum spam - is this the case with comment links in sites such as Wired, as above? I'd like to hear that such comment spam actually harms the ranking of competitor sites..is there any truth to this also? I want to avoid all sorts of spammy approaches to SEO such as this - I've always been an ethical marketer, and would rather not stoop to these levels...but if they work and there is no chance of ranking penalisation.. Opinions sought on outbound Links page.

Link farming and related websites
In my niche I have about 17 sites I have created. They all provide unique content, html, and all have a variety of uses that differ from each other mostly, some repetition but not really. All these sites are related to the same niche. I do link to each other in my sites. I don't go crazy and link every site to every other site or span links on footers. I somewhere in the content link here to there. Not even consistent, just linking to related pages from others. I was wondering if this is something I need to be careful about or could I get hit with link farming?
