Issues with Claiming a G+ Business Page

We are working with a client and their marketing consultant who set up a Local Listing service to help local citations, Yahoo, Google+, etc, etc... We have their G+ business page and it is verified, however, as we are new to helping them out, we don't have access to the page to make edits. Here's the catch, neither does the client, or the consultant or the listing company/people.
Question: How can we go about claiming this as "our" page in order to help the client out, get it edited/optimized and then keep record of it so this doesn't happen again?
PS - Typically, there is an option for a business page to "Is this your page?" or "Manage this page?" at the bottom, but I don't see one of those buttons.
Any help or advice would be appreciated.

No real resolution. Spoke with someone from India and they told me to follow the search business angle and I informed them the business was not showing to be clicked on, in order to "Request Admin Rights". Then waited for 10 min on the phone for them to come back and tell me that there is nothing else they can do. I was on the phone for 35 min to get nowhere and will call back again to hopefully speak with another person who can escalate to a more technical person. It is the strangest thing... oh, and frustrating!

Nevermind, in the guide there is a link for Google Support, where they call you. On hold with them now and will update this based on what I find out.

Thanks for the response and link to the guide and your quick notes. Unfortunately, the verified business name doesn't appear in their search results when trying to create new page. I did find a support/feedback form, so I submitted my question to Google in hopes they reply soon.

Check out this guide - does a great job of explaining.
Basically, go to create a new page, G will suggest similar listings, when you try to claim an already verified listing, it will offer to send an email to whoever verified it to request ownership.
If you don't get any response within 2 weeks, you should call Google support and explain.

Should I claim a non-local Google business listing?
If I have a business which is non-local, but has one location and is showing up with the address and directions already in the knowledge panel, should I claim the business? Eg: the company manufactures a single product and ships directly to customers all over the world. On the one hand, of course it seems I should claim it and get more control. On the other hand, part of that process is setting a service area and I worry that by doing so I may be making the company seem less relevant outside the service area in Google's eyes.

SEO best practices for store locator and local pages - 301 or not?
I have been struggling to answer this on my own and now throwing up for the Moz community for a life line. Our company has several location across 6 states. We have local pages that we are working to improve with better content. We also have a store locator that will list the stores but the pages are not the same. See below example. I can't help but feel like I am splitting juice and traffic that should be combined to one page for each location. Any ideas or advice on how we can best combine/funnel the traffic to one optimized page? How is a competitor franchise ranking all for all 3 Local results with unclaimed G+ pages in a search for the national corporation?
My company is an individual franchise of a national corporation - every franchise is operates as [National Corporate Brand Name] + a chosen descriptor such as "Premiere" or the names of the owners such as "Smith Jones". A logged-out Google search for just the national brand name returns the corporate website first, followed by the website of a competing local franchise and 3 Local listings for their offices. These listings are all unclaimed and unverified on Google+ and have no reviews or posts. The corporate Twitter is next, followed by my franchise's website. The corporate Facebook is the last result on the page. How can this competing franchise rank for all 3 Local listings with unclaimed pages? My company operates several more offices than the competitor in the same area and I regularly post to their G+ pages which I verified several months ago. Is it because the competitor's website just holds significantly more weight in Google than our own? A search for the brand name + the town where our offices are in does usually return our Local listing pages, but that limits our reach to those specific towns. Anyone have any insight on this?
