Competitor is using a blog network - worth reporting?

Hey guys,
Today I checked the backlink profile of a competitor who is #1 in Google Australia for a highly competitive keyword. To my surprise though, every single link (except a few directory link) seems to be from a private blog network. It's a business selling advertisment products, yet somehow seems to have links on blog from website that sell pc repair services, sleepwear, bali villas rentals, etc..
In this case, would filing a spam report in google WMT be beneficial? It's not like they advertise that they sell links (nor are the websites the links are on), but it is quite clear that something dodgy is going on.

Yeah, report it. Lazy SEOs shouldn't benefit, it sends out a bad message.

Go for it. Putting aside any discussion as to whether it's right or wrong to "out" competitors, there's little danger to you if you're not doing anything shady.

Using PURL.org/GoodRelations for Schema Markup
Hello awesome MOZ community! Our agency uses JSON-LD for our local business schema markup. We validate our markup using Google's Structured Data Testing Tool. All good! Recently, I discovered a competing agency using our similar JSON-LD markup (that's ok) and "http://purl.org/goodrelations" markup. The latter appears to be–potentially–black hat SEO. Why? According to MOZ, "there is no conclusive evidence that this markup improves rankings." BUT, the purl.org markup has provided an opportunity for "keyword stuffing". Using purl.org markup, the agency has stuffed/used 66 of the same keywords into the validated markup. I would love to get feedback from the MOZ community. Can schema markup–of any kind–be used to "keyword stuff"? If so, why aren't sites getting penalized for this? Is this practice flying under the elusive algorithm radars? Thanks! How do you check if a website has a link network (From the same C Class)
Hello Mozzers, I'm conducting a link audit and I see a red flag for one of my guest blogs i did in 2012. let's say the IP of the website was 62.658.62.9 Little did I know that the blogging website is a link network with the same content on each IP via it's specific C class: 62.658.62.9 62.658.62.10 62.658.62.11 ETC... How does one find a website to blog on and check to see if they have a blog network or better yet, see if there is a similar distinction of duplicate sites based on its C-class?

I have 4012 links from one blog - will Google penalise?
My website (http://www.gardenbeet.com) has 4012 links from http://cocomale.com/blog/ to my home page -a banner advert links from the blog - I also have 3,776 from another website to 6 pages of my website 1,832 from pinterest to 183 pages etc etc overall there are 627 domains linking to my website I have been advised by a SEO company that I was penalised in about may to july 2012 due to a large number of links coming from one domain or two domains is that true? should I ask the blog owner to remove my link?

What happens if a company only uses black hat techniques for an extended period of time?
Let's say I were to start a company. Of course, I want to be indexed, crawled, and pulled up in the search engines. So I start using black hat seo techniques. I comment spam, keyword stuff, spin articles, hide text, etc. I publish hundreds of articles per day on well know sites with excellent page rank. If I am doing all of these unethical techniques, what is going to happen to my website?
