Website gone from PR 2 to PR 0

Hi guys!
We're looking at a site in the trade industry here in Australia and it appears that around the Panda/Penguin updates in September & October last year, they've had their Google PageRank wiped out back to zero.
I know we shouldn't be focusing too much on PR these days, but can't help but wonder what's caused this. It's a local business website who aren't selling links etc.
I'm thinking backlinks pointing at the site that were giving them a boost have been discounted, however, they still have quite a number of quality links coming into them.
Would love to pick your brains!

Just wanted to add that Google announced that page rank will not be updated (Source) and it's been theorized that the last update (Dec 2013) was a mistake. Agree with Andreas that using alternative methods is the way to go.
As for the why it could be any number of things from fake PR to Google dropping PR or lost links etc. either way it makes no difference as the metric is superfluous now.

You shouldn't focus on PR because you don't know him. The PR value we see is last updated in December 2013, over one year old. And Google wouldn't update it again. So don't take PR as goal, would be a bit frusttrating, it wont change.
Take a look at your rankings, organic traffics or - if you want a value depending on links - Domain Authority / Page Authority/ Citation / MozTrust / ... - whatever.
BTW, I really love that google doesn't show us updates of PR, just because a lot of SEOs (and also some clients) I know focused to much on that little number. Thats a wrong way.

What is the difference between Multilingual and multiregional websites?
Hi all, So, I have studied about multilingual and multiregional websites. As soon as possible, we will expand the website languages to english and spanish. The urls will be like this: http://example.com/pt-br

New Website Launch - what to do with the URLs of the pages with ranks
Hey there, So, we are "redesigning" our website, it will have a new user journey and overall layout, use, and feel. Situation: Previously, most of our keywords ranked over time organically though all of them pull up our domain.com as the landing page. Now that we are redesigning the site, most of the keywords pointing to the home page will now have their own page. Keywords properly grouped and content will now be on topic and focused per page. Mobile website on a different URL address?
My client has an old eCommerce website that is ranking high in Google. The website is not responsive for mobile devices. The client wants to create a responsive design mobile version of the website and put it on a different URL address. There would be a link on the current page pointing to the external mobile website. Is this approach ok or not? The reason why the client does not want to change the design of the current website is because he does not have the budget to do so and there are a lot of pages that would need to be moved to the new design. Any advice would be appreciated.

Regional websites
Hi, I run 4 websites London, New York, Singapore and Dubai. Same company but some of our products are different in each region. Each domain is registered in the relevant region and I have google webmaster tools set so they know the location of each website. The problem is that our Dubai and US websites are appearing higher that the UK website in google.co.uk organic. Does anyone have any ideas why? Thanks

PR dropped from 3 to 0\. Why?
Hi, I have an important question and I hope you'll be able to help me find the answer. My site http://www.pokeronlineitalia.com had a PR of 3 (three). Then, I had it restructured to make it look more appealing in order to increase the conversion rate. The problem is that after it was redesigned, the PR dropped all of a sudden from 3 to 0. This is really bad, as it took me over three years to reach that point. Could you please analyze the site and find out what happened? I used SEOMOZ's research tools to try to understand and noticed the following message" "Accessible to Engines Easy fix Crawl status Status Code: 200 meta-robots: noindex, follow meta-refresh: None X-Robots: None Explanation Pages that can't be crawled or indexed have no opportunity to rank in the results. Before tweaking keyword targeting or leveraging other optimization techniques, it's essential to make sure this page is accessible. Recommendation Ensure the URL returns the HTTP code 200 and is not blocked with robots.txt, meta robots or x-robots protocol (and does not meta refresh to another URL)". Basically, the message said that the search engines cannot access the homepage (http://www.pokeronlineitalia.com). May this be the reason why the PR dropped?
