Google SERPs showing blog comments in Answer Box?

I was recently researching Schema markup for local businesses and I was presented with an Answer Box that used blog comments as answers (at least I feel that's what they were attempting to show).
This is what is says currently when I search for "schema markup hours" (screenshot also attached):

Right now it shows the time and date of the comment, but is this something that's new or has it been around?

In short, due to the schema, I think Google mistook the comments for the author's twelve point outline.

That could be right, I'm just wondering why they basically extracted the comments section and put it up there, including the heading of SEJ's comments section.
If this was deliberately put there, I suspect it's a beta test that will be short lived.

That's a weird result. I suspect it's due to SEJ's use of .comment-author tags on the comments getting cross-referenced with rel=author that's attributed to Jayson Demers. If it was left as just .comment or .usercomment it might be cleaned up.

If Google Trends Doubles?
If google shows a search trend doubling in a time frame, does that mean the amount of searches doubled? As in: 2006 was ranked at a 50 on trends and the 100 is 2013 and in 2013 10,000 searches were made, does that mean around 5,000 searches were made in 2006?

Google Search CTR % By Position
Hello I am looking for an updated report regarding the CTR % by position for Google search results. I have the compete.com report which Gives the 1st organic position a 53% CTR but I have not be able to duplicate that number with any other report or research. Is there a way to know what rank my site is listed on google ?
My current client web page was listed at the 4th page 1 month ago. Im trying real hard to make him understand that the traffic from beiing on the first page is important and that he need to give me additionnal ressource to make it happen ( i don't prog at all). So i had the idea of checking every page to see whats is current rank. but instead of looking from page 1 to page X, i was wondering if there was something somewhere that could give me my rank right away. It woud help saving time. Thx.
