Second anchor text on page. Does it count?

Back in 2008 there was "proof" that the anchor text of a second link on a page would not be counted for the anchor text.
In the MOZ starter guide it is still advocated: https://moz.com/learn/seo/anchor-textBUT in 2014 it was reported on searchengine land:

The deeper questions are:
1:is the LINK value counted if you have more that one link on a page to another page?
2: is the Anchor text counted if you have more than one anchortext to another page?The most interresting i have is that i have a menu from which i link to my important pages. Does it help to put extra links in the content to specific pages?

I have done a test of my own.
I used a very important page on my website.
The page has not been changed for more than 2 months.
The page has a link from the main menu with the money keyword "zoekmachine marketing"
I used the blogpart of my website to add 5 extra links like this: https://www.stramark.nl/zoekmachine-marketing/#4-p-zoekmachine-marketingI ran the keyword ranking on the specific anchor text on the 9th of july, and today again.
The result is significantly positive. I will monitor for a few extra days

This is also a question of usability / user experience. If your page incorporating in-article anchor links is laid out well and has engaged users clicking those links to explore the different sections of the page, you're likely getting a lower bounce rate and better numbers in-terms of users bouncing back to the search results from your page.
In ATPs case, those links were likely causing navigational confusion and/or potential keyword stuffing flags. Cleaning them up served his site better.
In either case, I don't think it's a simple question of solely how many links count, especially in real world usage. Cheers!

This is an interesting debate that I have tried to test myself to some extent and found some mixed results.
A site I took over had category pages linked off the home page in 3 locations, the main nav bar, in the content, and in the footer. The anchor text was different in all 3. I made relatively minor changes but the main one was to make the anchor text the same and remove the footer links. (Basically avoiding any threat of being tagged for spammy links with different keywords)
3 Out of the 8 or so categories saw visible improvements with the removal and standardisation of the anchor text. Very few other changes were made to these pages or the site.
This change leads me to believe that not only can more than 1 link have an impact, but different anchor text on the multiple links also can, multiple links are not simply ignored. However, The big debate i guess is whether that is a good or bad impact, since cleaning them up and removing them helped my pages.

Category pages ecommerce - SEO best practises
Hi there, I run an ecommerce company, www.footdistrict.com and we are trying to improve our rankings on head terms so we are optimizing our brand pages (ie http://footdistrict.com/marcas/nike.html) Note: a brand page is a category page on my store. We are adding descriptions of each category. This is great as we are adding value. On top of that, we want to add sub-categories just below the description. A sub-category is a family of items. The structure that we are trying to implement is: http://footdistrict.com/marcas/nike.html Nike History/Info of the brand Link Nike family of items A | Link Nike family of items B | Link Nike family of items C | Link Nike family of items C When you click on the first link of the left, you go to a page with all the products of that family and a title that matches the anchor of the category page. What do you think of this structure from a SEO perspective? How would you improve it? I see other ecommerce stores that use tabs or the internal search engine for these purposes. Over Optimised Anchor Text (Internal & external)
Hi First - is it possible for internal anchor text to be considered 'over optimised' in terms of diversity or does that just apply to external backlinks ? For example If you have a main site section/page thats about a service you offer and you call the page this service and the URL this service and then link to it from many internal locations (but in a logical useful manner not just for the sake of it) using this service/keyword as the link anchor text i take it this WONT ever be considered over optimised anchor text since is completely in context, makes sense, is useful and after all is what the page/section is called (so would be strange to call it and link to it via any other term) ? Second - I have a project who's backlink profile is nice and diverse and could by no means be considered over optimised on a domain level. However looking at page level a main site section/page (as above) has only one back link with exact match anchor text from the BOTW directory, so in regard to that page keyword rich anchor text from this one backlink is at 100%. However the anchor text is what the page/section is called (title and url). I presume that this is also unlikely to be considered over optimised (since makes sense, is logical helpful and would be strange to name it anything else) or could it be considered over optimised ? Does posting on blogs with anchored backlinks do you any good?
My current strategy: I am ranking for keyword and site: Immigration Consultant I access the Fresh Web Explorer and search my keyword, then find the blogposts with High Authority where I can post using HTML and include my link in my signature, or sometimes the post has a link associated with the username. Now my question is this, does this count? will google even crawl the comments? can I aid the crawling process somehow? Any advice on creating relavent back-links is much appreciated. Thank you

Remove links or change anchor text?
I am currently in the process of cleaning up the link profile for a website that has been hit by Penguin thanks to loads of links from free directories with exact match keyword anchor texts (about 200 root domains from total of 300 root domains). I was wondering whether it's best to remove these un-natrual keyword anchor text links altogether, or change the anchor texts to brand (domain name, domainname.com, www.domainname.com, http://www.domainname.com)? I am currently trying to remove these links but was thinking it would be quicker to get to a healthier link profile (in terms of brand/commercial anchor text split) by altering the anchor texts and not removing them. Some of these directories are the worst of the worst on the other hand. Also note that I'm only really getting about a 30% response rate from the owners of these directories. Any thoughts? Many thanks in advance.

New pages backlinking
Hello there, I have created a website that with some basic link building has been appearing nicely in location based keywords, eg, computer repairs flintshire, this was easy enough to achieve as the competition wasnt great, just wish i has these on page seo tools 6 months ago! my question is this - i am trying to get similair results in other location based keywords, eg, computer repairs chester and computer repairs wirral. What i have done is created a new page dedicated to each keyword, making sure that there is no duplicate content ect ect, the on page SEO is perfect and i am already on the first page for a couple i have done. so i have a url that now is http://www.ep-networks.co.uk/computer-repairs-chester.php

SEO value of expired Pages
We run a classified site and after every day there are thousands of ads/pages that get expired which has no use to visitors. What is the best practice to deal with them keeping SEO factor in mind? Should we keep them as they are linking to home page. redirect 301 to existing, 404 to home page or any other practice. Please advise.

Links to commercial pages vs resources.
My company has a number of resources pages that are garnering links from external sources. It won't be long before these links outnumber the breadth and the quality of links to my homepage and commercial pages. Does having a lot more links to the resources pages risk unbalancing flow of PageRank around the site? What I want to avoid is a situation where my homepage has a lower PR than my blog/resources, or people searching for relevant terms getting directed to my blog/resources (with many high-quality links) than to my commercial pages (which will have fewer).
