Google October 2015 Algorithm Update?

According to Accuranker (https://www.accuranker.com/blog/google-october-2015-algorithm-update/), "Google has made some big changes to their algorithm".
Other than that one article, I haven't noticed or even heard of any considerable fluctuations. Even Mozcast is looking pretty normal today.
Has anyone noticed anything or have any other sources on this? If so, any ideas on what this update seems to be targeting?

Just as an update to where we was with this I have seen this article this morning where many others are seeing significant activity around the 20th 21st but still doesn't appear to be clear what is causing this.
Still it is an interesting read and update.

We've seen two spikes in October, but neither one is clear or particularly off-the-charts. There's some evidence that the second "update" may have partially reversed the first one.
I've dug into data around the "Hacked Sites" algorithm, and the signals Google is claiming aren't evident yet. I can't find any unexplained SERPs with a drop in total results, and there's no clear movement on spammy keywords. Google has been unclear about the roll-out date and timeline on this one, and it seems like it might be a long roll-out.

The only other mention I can see of this is at rankranger where they are discussing the recent Hacked Sites Algorithm where there is also a distinct Rank Risk indicator for Oct 20th.

Can't see any affect on any of our sites at the moment, one to keep an eye on maybe.

Google inaccurate results: Common or error?
Hi all, While searching for our primary keyword, I can see 2 websites on second page results which are non-related to the keyword or industry but their company name is this keyword. Like if I want to rank and searching for "SEO", there are 2 websites which called "seo trucks" and "seo paints". I wonder how Google is ranking these websites for high competition keyword with 1 million searches per month. So the keyword in URL and this keyword mentioned across the website being their brand name taking over the other potential ranking factors like backlinks, relevant content, user clicks, etc..... If we have all products on-site for indexing, do we get dinged by Google for not transacting on-site?
I am trying to do research on the SEO impact of having an off-site transactional website. For example, Pepsi.com lists all product information on their site but guides visitors to transact on Amazon or Walmart. What impact, if any, does guiding the customer to a separate transactional site have on SEO? In short, if we have all products on-site for indexing, do we get dinged by Google for not transacting on-site?

Did Google update the length of characters allowed in Meta Description?
Hey all, I do SEO. I'm currently working with another SEO firm on a project. The lady mentioned to me that Google recently updated (couple months ago) and changed their font causing them to lower the meta description to 55 characters. Is this true? I have not heard of this. Could she be confusing the meta description with the title tag? I didn't know Google could have even update the Title tag too.

Do panda/penguin algorithm updates hit websites or just webpages ?
If I have a website that been affected by the panda/penguin update, do bad links affect the entire site or just the page the bad link(s) are linked to? If it is the latter and penguin/panda actually affect webpages, not websites (as is the common reference/conception), then wouldn't simply creating a new URL, targeting this new URL, shifting meta-tags and restarting link-building efforts again (this time using the right quality strategies) be a really common-sense approach instead of the tediousness of the disavow approach that so many go down?

Organic Search Result in google
Hello! Actually, I would like to know the major check points which decides the organic search result[Google]. I see many of the sites in first page which are not even having good level of page and domain authority. I am a beginner but i have done all the score card checkpoints and issue free pages 🙂 Some where i dropped on organic search result. Is it still possible for small businesses to rank well in google
Hi I've been playing around with ecommerce sites for a few years now and although I am no expert I'm not a complete novice. We used to do quite well in google but recent changes have halved our number of hits. I have noticed that over the last year google has given priority to large brand names as opposed to relevancy. For example, if you search for the term 'bridal jewellery' (google UK) you will see that apart from one or two the majority of placements are taken by big compnies who offer very little bridal jewellery. One or two pages at most. My question is, is it still possible to rank well against these brand names or has google made it impossible for small companies. PS we only practice ethical seo as suggested by seomoz. Any help or advice is greatly appreciated. Thanks www.kerryblu.co.uk
