Yes, you still need to include it, hreflang has nothing to do with html lang, in fact google ignores the html lang tags https://www.seroundtable.com/google-ignores-the-html-lang-attribute-22974.html

Hi,
You have to include a reference to the page itself.
You can also use the hreflang tags along with self-referencing canonicals.

Migrating to a tag-driven global website - Need opinions!
We currently have a global site that is set up this way: Subfolders to designate countries. Content in same language is re-published on other country websites. Since we are re-launching at the end of the year, we are doing away with re-publishing content on different country sites and will just maintain a single copy of our content (to be populated on different pages using content tags). We are planning on doing this so that there is no need to apply href-lang tags on our content. My questions: Is maintaining just a single instance of an article good for a global website? What are the possible complications that may come up from this approach? Since there is only one version of the article that is being indexed, is a rel-canonical tag even needed? Should href-lang tag still be applied to high level pages (homepage, etc) to ensure that the correct homepage shows up in the appropriate geography? This question is quite long, so any feedback will be helpful. Thanks!

Dual language in multiple URLs
Hi ! I wonder if anyone has ever experienced this problem before. One of our client is having some trouble with his multilanguage and international website. A small number of URLs contains 2 different language. Exemple : http://exemple.com/es-ar/productos/compression-baggers/empacadora-formacion-llenado-sellado/ The part in bold is in english and the rest in spanish.

Which will rank higher: Non-mobile friendly site in native language vs. mobile friendly global site in English?
Hi, we are currently implementing a mobile site, e.g. m.company.com. The global mobile site will only be available in English. We have local subsites of the desktop site, e.g. company.com/fr. The local subsites are not mobile friendly. If a user does a search for a brand term in France, **which site will rank higher in SERPs? **If it will be the global site, is there anything we can do (other than making them mobile friendly) to make the local sites rank higher? Would it be the mobile-friendly site, even though it is only in English, because the local site would be penalized for not being mobile friendly? Or would it be the local site, because Google will give priority to the fact that it's in French, which matches the language of the person searching?

Rel Canonical or Rel Alternate advice please
Hi All, I was hoping to just get some advice on my situation as to the right markup to use for our situation, We are working on a more user/mobile friendly redesign for our website and are hoping to release it soon, Our primary URL is www.cirrusresearch.co.uk as we are a UK based company, This has stayed as our primary international website for historical and political reasons as we still get good traffic from overseas, the .co.uk doesn't really seem to hold us back internationally, However underlying we do have the www.cirrusresearch.com pointed all of our pages, which is not a general redirect but is giving us a duplicate of each of our pages but with the .com extension, we basically have an exact duplication of our .co.uk website but with the .com extension, we are not looking to switch to the .com as a primary domain, I have noticed when doing some USA ranking research that Google is preferring to display the alternate .com versions of each page (Understandably) We have not noticeably been penalized by Google for being a duplicate. I took a look at the documentation on the webmaster support on the use of REL Canonical and REL Alternate and am unsure which of these would be most suited markup for my crazy situation, Any advice on this please? Homepage URL for multi-language site
Hi, We are setting up a new site, and currently considering the URL and folder structure of the site. We will have 2-3 different language versions, and we have decided to use sub folders for this. My question is regarding the homepage URL. We want the English language site (en) to be the default one, from where you can then change the language. Should I have a folder for each of the language versions (as described below)? www.mydomain.com/en

Which hreflang tag to use for .eu domain
Hi there, We're trying to solve a problem with one of our domains, we have a .eu CCTLD and we're trying to implement hreflang tags. On our US and UK sites, we use "en-us" and "en-gb", but it's not clear how to approach this european problem, as there is not a "en-eu" tag. The site is in English, but serves several European countries speaking different languages. What's the best hreflang code to use in this situation? Any help much appreciated, Thanks!

Same language many countries
Hello, I live in Belgium and in this country you've 3 languages : french, dutch and german. I've customers from many countries : France, Nederlands,... and for my website in ".be" (we'll say www.mysite.be for example) I've choosen the french language. My question is can I've the same content on my site : www.mysite.be and www.mysite.fr without duplicate content or should I forgot using www.mysite.fr to avoid the D.C. problem?
