Should I change my website urls?

We're translating our website in a few languages (FR / DE / JP) using subdirectories. So our website will have the following urls
www.brand.com/en
www.brand.com/fr
www.brand.com/de
www.brand.com/jpI would like to change the url structure of a few pages from www.brand.com/section/feature-name to www.brand.com/feature-name
Is it a good idea to do this now since we're adding the subfolders and these are anyway new urls in google's eyes?

I would not change the URL structure unless you have to do this. Keep it short and clean.

How long does it take for Google to see Changes to a site?
Hi, I have a low PR site (PR 1) that I am starting to work on. Ingeneral when you make changes to my site how long would it take Google to recognize and index those changes? The reason I am wondering is because the site I am working on had a lot of duplicate content (around 700 pages), I got rid of it all, but I wasn't sure how long it would take Google to spider all these pages and re-index them since the site is low PR. Does having a "+" in a URL hurt SEO? Would much value be gained changing it to a hyphen?
There's a site that contains "+" signs in the URL in order to call different information for the content on the page. Would it be better to change those to hyphens (-), or not that much value will be gained, so leave them as is? Thanks!

Changing page titles and google penalties?
I just recently learned that changing your page title earns you a google penalty. Unfortunately i learned this after playing around with my page titles a bit to get the most optimal page titles. Does anybody know how long this google penalty lasts? is it forever? or just temporary?

URL question
Hi guys, the pro campaign thing you got going is wicked, love it. I'm recieving good results with my keywords and have noticed that categories that go beyond sub/sub/sub don't do to well. So I wanna move those that do one step up which makes it go from: http://spytunes.com/practice-guitar/advanced-routine/scales/aeolian to here http://spytunes.com/practice-guitar/advanced-routine/aeolian The existing menu system that follow all these categories across the site will soon go so it won't be a user friendly problem, I will have other type of menus. But, and here is the question: Would I greatly benefit from taking the non existent menu away and just go for: http://spytunes.com/practice-guitar/aeolian while i'm at it?
