Link idea? good or bad?

OK so my website ranks fairly well for keywords i would say 50-60 % are ranking in the top 3 my DA is 15 and PA is 28
I have a few other sites that i blog on that i own they have a DA of 11 and PA of 20 i was thinking of just guest posting on those using a keyword Anchor text that im not ranking for and seeing what that would do. I was thinking of creating a few other sites and just blog about random stuff for 3-6 months generate traffic and start guest posting redirecting links back towards me. Is this bad?

Is there more value in spending 3-6 months in doing the coding plus content for several sites, or would there be more value in spending that effort in developing content for your main site? Which is more defensible when the search engines update algorithms? I'd vote for spending the effort on my main site rather than other sites.

Black Hat Link Building Ethics Question
I have taken on the SEO/Inbound duties for my company and have been monitoring some of our competitors in the market space. In June one of them began a black hat link building campaign that took them from 154 linking root domains to about 7500 today. All of the links target either /header or /permalink/index and all have anchor text along the lines of "Windows 7 activation code." They are using forgotten forums and odd pages, but seem to be finding high DA sources to place the links. This has skyrocketed their DA (40 to 73), and raised their mozRank, mozTrust, and SERP positions. Originally I thought to report it to Google, but I wanted to wait a few weeks and see what the campaign did for them and if Google would catch on. I figured adding 81K links in 2 months would trigger something (honestly, if I was able to find out they were doing it then it's got to be obvious). But they have grown every week and no drop in rankings. So my question is would you report it? Or continue to wait and see? Technically they are not a "competitor" in the strictest sense of the word (we actually do sell some of their products as OEM), but I find the tactic despicable and it makes my efforts to raise our rankings and DA seem ineffective to people not in the know about SEO. Should I Do a Social Bookmarking Campaign and a Tier 2 Linking?
I don't see anything bad in manually creating links on different (about 50) social bookmarking services. Is this method labeled as White Hat? I was wondering if it would be fine to create Tier 2 linking (probably blog comments) for indexing of the social bookmarking links? Please share your thoughts on the topic.

Purchasing an EXPIRING domain with quality related links
I'm about to purchase a domain that has highly trusted links pointed to it. I would like to 301 redirect that domain to point to a brand new domain in the same niche. Some of the links that the expiring domain would take me a long time to obtain so I am thinking to use this method to my advantage. I know that this is not really a legitimate way to go to build backlinks, but surely this is going to give me good serp improvement which is my main concern at the moment. I am going to test this method to see if it benefits me in anyway but I would like some opinions to this please.

What's been your experience with profile link-building?
What have your experiences been? Short Term? Long Term? There isn't a lot written about it, and I'm wondering where it falls in the order of things. I was very hesitant to jump in, but have launched a few campaigns, both for local geo targeting phrases, and national accounts. Surprisingly, I've seen a surge in rankings, but also wonder how short lived they will be. I've noticed the links still don't come up in tools like open site explorer, but I'm able to find them when searching for the unique username I used while building the profiles. The sites I'm listing on have no relevance to industry, unless by chance, although the PR's I'm using are all 4 or higher. Is this considered gray hat?

Are there *truly* any white-hat link-building tactics?
With our new knowledge -- yielded from J.C. Penney, Forbes, Overstock, content farms, et al -- that the link graph/link profile can be algorithmically mined by search engines to uncover non-natural patterns of links occuring over time, is there any level of link-building that is safe to engage in? If so, then what are those "bright white"-hat tactics that are 100% safe for a site to use?
