Are there *truly* any white-hat link-building tactics?

With our new knowledge -- yielded from J.C. Penney, Forbes, Overstock, content farms, et al -- that the link graph/link profile can be algorithmically mined by search engines to uncover non-natural patterns of links occuring over time, is there any level of link-building that is safe to engage in?
If so, then what are those "bright white"-hat tactics that are 100% safe for a site to use?

I have to disagree with your .gov comment. I've seen a lot of.gov/.edu with autoapprove comments and the amount of OBL's on page is ridiculous. Sending an obvious signal to google because a large majority of the pages are so spammy.
However if you can get a link from a .gov with moderated comments.. fair play.

So I'm curious: in your experience, what are the brightest white hat link-building tactics that present the least amount of risk? - The ones presented here at SEOmoz are the best linkbuilding practices I know so far ^_^

Hey UPform5, I think you're on the right track here, but the Google guidelines are a bit... blurry when it comes to tactics.
They say things like "[Don't create] Links intended to manipulate PageRank" - well, like eyepaq states, this is precisely what any link-building program ultiamtely wants to accomplish.
So I'm curious: in your experience, what are the brightest white hat link-building tactics that present the least amount of risk?

I beg to disagree. And I think most SEO's will agree
That "LINKS CAN BE BUILT AS LONG AS IT FOLLOWS GOOGLES GUIDELINES"
As for what is really a true white-hat linkbuilding I would define it as:
Marketing your website without encroaching on the rules set by Google.
So there.

Any link you place on another site to your website in order to help it rank is not natural. All social network accounts you build and setup a link to your website is not natural. Everything you do on the SEO side as far as links is not natural and for this reason you can call it black hat (even if I don't believe in white hat and black hat - all we do is black or shades of black. some are running on the edge some stay in the grey area with the seatbelt on but is the same thing overall).
And since I am off subject so far my opinion with the question is: links from gov domains or with "just too much authority" can be considered bullet proof as far as link source no matter what those links ended up there.

Link profile heavy with press release syndication links caused drop at Penguin 2.0
I'm wrestling with something that I'm hoping members of the community can provide input on.... I've working with an enterprise level client that is in the business of data capture and distribution. I've diagnosed a clear drop of traffic on May 22nd, i.e a loss of search visibility post Penguin 2.0. Their link profile is big! Discussions with internal stakeholders who have been with the company 10's of years confirm that no "link building" service providers have ever been hired and no over-zealous employee is ever likely to have tried to "do" link building internally. They are just one of those lucky companies that by their nature publish information that people want to link to and share. As a first port of call I've grouped links by anchor text and can see groups of hundreds of matching anchors based on their brand URL and specific page titles. The matching anchors have resulted from big take up of interesting data that they have marketed via press releases. NOT for link purposes. My question is this.... Does the community think or have evidence (or can point me toward any case studies) that show that Press release syndication alone could result in: a) a penguin penalty or...

NoFollow tag for external links: Good or bad?
I have a few sites that have tens of thousands of links on them (most of them are sourcing images that happen to be external links). I know that it's a good thing to externally link to reputable sources, but is it smart to place the nofollow tag on ALL external links? I'm sure there is a good chance that external links from posts from years ago are pointing to sites that may now be penalized. I feel as though nofollowing all the external links could come off as unnatural. What are the pros and cons of placing the nofollow tag on ALL external links, and also if I leave it as is and don't put the nofollow tag on them. Thanks.

Still Battling On With Link Profile Audit
I'm getting there, I can see the light! 🙂 I have covered one complete audit of the link profile and I am now going back over it looking at the links I had 'question marked' - I should have this completed by the end of this week and I will then focus on using DISAVOW for the links that I am really struggling with, the foreign sites that are in Chinese or Russian, the sites that have absolutely no 'contact us' information and have been privately registered (in WhoIs) I have come across this domain which links to our site about 8 times and although I cannot find any contact info I can't quite make my mind up, to be honest I would rather get rid of it BUT I'm trying to avoid taking the easy option of disavowing where I can; http://www.askives.com/ Fo anyone who has gone through what I am currently going through, please help me just this once and tell me 'should it stay or should it go'?! 🙂 Many thanks! White hat link technique to banned domain
The question is: I have branddomain A (manually penalization by google, one year ago and after 4 consideration requests and more than 3/4 of links removed, stills banned) authority 42 And and new branddomain B (with fresh content created after penalization in the case of no recovery as it happen) authority 26 There are no links from A to B, both are now with same traffic but i want people that find me on domain A (partial penalized) to come to my new web brand. Both domains have same name, different extensión. So the question: Can i link with photo domain A to domain B, if i place nofollow and no ancor text on those linked photos. I want to have my traffic unified and i dont want to go against google guidelines

One of my outbound links website go hit by panda!
Hi mozzers, today I received a message from one of my blogger partners announcing me that he got hit by panda. 2 weeks ago I had him placing 2 anchors one in our main domain and a second one on our subdomain. I know panda focuses essentially on dups and I have paid attention to our webmaster tools to make sure we haven t got any messages Which we re good with. What do you guys suggest, will this affect us at some point or we re good? also in case that we re good will panda affect the blogger's authority therefore ours? if yes I should probably remove them, right? I've done some link building on my website... why is google showing this?
Hi guys, it seems Google is going crazy as always, basically sometimes i'm ranked first page sometimes i'm not there, not sure if it's because of my link building and Google is indexing the links. At the moment in IE i'm top 3-4 for this keyword however the Title tag is not what I set it to be it's basically taking the product name then adding something after it. (I know google sometimes changes to what they want if they feel its more relevant but it isn't in this case) Not sure if this is normal for my keyword to keep appearing then dissapearing in Google. I noticed in FF my keyword isn't there but in IE it is. I've logged out of my Google account deleted all history/cookies etc. Even checked on my friends computer. Hope this makes sense and i'm not going crazy!
