Why moz does not see all incoming links

Hi friends. I noticed that moz.com does not see some important incoming links. I added them to link tracking list but no result? for example from domain delfi.lv we receive two types of links One no follow and moz seas it. and other do follow and moz does not counts it and do not see it. https://www.delfi.lv/bizness/komerczinas/kravu-parvadajumi-ar-temperaturas-rezimu-lielakie-izaicinajumi.d?id=52924741 and there is few more like this but important and strong.
Could you explain why is this happening. This link comes from bigest newsportal in my country, And it is indexed by google and serchable.

ThanksYes it's true moz figures only depends on the way it looks links like what are the links under moz criteria if they are not the links will not be shown as it's done with my site- nutritionmint.com

Reviewing a list of links from webmaster console for a client and there are links to their website which render a page but there' s no mention of the clients website on that page. I want to design SEO link building strategy for my website? Is wordpress.com, squidoo, tumblr, blogger, typepad - Good option for link building?
I am currently concentrating on 8 keywords, for e.g (A, B, C, D, E, F, G, H). I will be writing blogs with 2 of any related keywords present in it. I am thinking to post 5 blogs on 5 different platforms as (wordpress.com, Squidoo, Typepad, Tumblr, blogger) respectively. Tuesday:C,D on Wordpress/E,F on Squidoo/ etc.... and will rotate these keywords through out the week and the cycle restarts on Monday. The URL for every keyword will be different and relevant to that keyword. I need quick suggestion on this topic..Please..

Does the twitter link shortening service reduce link value (strength).
We have many SEO team members that use Twitters link shortening service, will this reduce the strength or value of the page to be indexed? Total Links vs Google Webmaster Site Links
I am interested why the numbers between SEOmoz and Google are so different. In SEOmoz we only show 17,000ish links from 190ish domains. In Google, we show 200,000+ links from 370 domains. Why is there such a dramatic difference?

What is the best way to seek out good incoming links?
I get "form letter" type requests for links all the time from companies whose product has absolutely no relationship to mine. I always decline them. But I really want to build up link juice, and I'm wondering how to begin. Is the "form letter" all right to send or should it be more personal?
