Two META Robots tags on a page - which will win?

Hi,
Does anybody know which meta-robots tag will "win" if there is more than one on a page?
The situation:
our CMS is not very flexible and so we have segments of META-Tags on the page that originate from templates.
Now any author can add any meta-tag from within his article-editor.
The logic delivering the pages does not care if there might be more than one meta-robots tag present (one from template, one from within the article).Now we could end up with something like this:
Which one will be regarded by google & co?
First?
Last?

I can confirm chris is correct, our crappy CMS does the same thing (for certain pages), and the pages are not indexed

Why not try to avoid the problem altogheter? I assume the below line is site-wide:
If you remove the index, follow meta tag, your pages will still be indexed and followed. Then allow your authors to decide on a post-by-post basis if they want to noindex or nofollow the page.

The two get aggregated or the most restrictive gets used so in this case, you'd get
http://googlewebmastercentral.blogspot.com/2007/03/using-robots-meta-tag.html

If I want clean up my URLs and take the "www.site.com/page.html" and make it "www.site.com/page" do I need a redirect?
If I want clean up my URLs and take the "www.site.com/page.html" and make it "www.site.com/page" do I need a redirect? If this scenario requires a 301 redirect no matter what, I might as well update the URL to be a little more keyword rich for the page while I'm at it. However, since these pages are ranking well I'd rather not lose any authority in the process and keep the URL just stripped of the ".html" (if that's possible). Thanks for you help! Home page indexed but not ranking...interior pages with thin content outrank home page??
I have a Joomla site with a home page that I can't get to rank for anything beyond the company name @ Google - the site works fine @ Bing and Yahoo. The interior pages will rank all day long but the home page never shows up in the results. I have checked the page code out in every tool that I know about and have had no luck....by all account it should be good to go...any thoughts/comments/help would be greatly appreciated. I don't understand Meta-robots Nofollow. Wordpress has my homepage set to this according to SEOMoz tool. Is this really bad?

Translating Page Titles & Page Descriptions
I am working on a site that will be published in the original English, with localized versions in French, Spanish, Japanese and Chinese. All the versions will use the English information architecture. As part of the process, we will be translating the page the titles and page descriptions. Translation quality will be outstanding. The client is a translation company. Each version will get at least four pairs of eyes including expert translators, editors, QA experts and proofreaders. My question is what special SEO instructions should be issued to translators re: the page titles and page descriptions. (We have to presume the translators know nothing about SEO.) I was thinking of: stick to the character counts for titles and descriptions make sure the title and description work together avoid over repetition of keywords page titles (over-optimization peril) think of the descriptions as marketing copy try to repeat some title phrases in the description (to get the bolding and promote click though) That's the micro stuff. The macro stuff: We haven't done extensive keyword research for the other languages. Most of the clients are in the US. The other language versions are more a demo of translation ability than looking for clients elsewhere. Are we missing something big here?

What can be the cause of my inner pages ranking higher than my home page?
If you do a search for my own company name or products we sell the inner pages rank higher than the homepage and if you do a search for exact content from my home page my home page doesn't show in the results. My homepage shows when you do a site: search so not sure what is causing this.

Do I need to add canonical link tags to pages that I promote & track w/ UTM tags?
New to SEOmoz, loving it so far. I promote content on my site a lot and am diligent about using UTM tags to track conversions & attribute data properly. I was reading earlier about the use of link rel=canonical in the case of duplicate page content and can't find a conclusive answer whether or not I need to add the canonical tag to these pages. Do I need the canonical tag in this case? If so, can the canonical tag live in the HEAD section of the original / base page itself as well as any other URLs that call that content (that have UTM tags, etc)? Thank you.
