Business listings - scope and time commitment

Hi guys
It is my understanding that for a successful local search campaign, you need accurate listings in, Axiom, Localeze and Infogroup (as well as Google, Bing and Yahoo of course). My company has 70 locations. Does anyone have any idea what the time commitment would be of this? And is it free to add these listings to these three places (went to their sites but still confused).
Trying to determine if this is within my team's bandwidth and/or whether it's better to go through a reasonably-priced, trusted local listings service.

I'd quote five minutes per location per listing because you have to verify everything also... ya know, check your email, all 350 of them.

As marketing agency we have for each client a Google My Business account. This means that we have more than 100 Google My Business accounts. We know that GA has a limit of 100 analytics accounts (free version), but is there a limit in Google My Business too? Separate images (.jpg) or background images (.css) for list pages?
Hi, We all know that you should optimize your images as much as possible. We're talking about filesize, filename, alt tag, etc.... If we take a look at large websites with large listpages (overview pages / categorypages) I wonder, what the best practice is regarding images. What is your view on listpages / overview pages?

So, I'm talking about a page with 40 products in a certain category, or 25 holiday homes in a certain region. Is it negative / bad for SEO when using background images (which are loaded through CSS and optimizing the seperate elements is not possible) instead of using 'normal' optimized images (for example .jpg images wich do have optimized filenames, alt tags, etc..). Will it negatively impact listpages / overview pages?

Business with Google + Business Page not showing with map
Hi I set up a Google + business Page for a client and we claimed their address (it shows in the Google Maps page fine. The page has been created for a while now but when you search for this business it does not show the map to the right? Any thoughts? BTW we have two locations and both have separate pages - thought this could be the issue but then when I added the business name + the location still not showing.

Would listing an address on a location page for a franchise count as a citation?
If a small franchise with 15 locations implemented location pages for each location including address and phone then made them crawlable by the search engines and also accessible through a store locator, would this be counted as a citation for the location?

Does google places mind listing cities on the home page
Hello, A site in our industry is listing a bunch of cities on their home page and ranking for them. Like "Our dog training facility provides services to dogs in city1,city2,city3,city4,city5,city6 state" where the cities and states are relatively in their area. It's working organically, will this confuse google places? Thanks!

How far away does your Google Local Listing Show up - and how to improve.
How does google decide if a listing from one city shows up in another? When I do a search for a lawyer in my city my competition from another town shows up - but I don't show up when I search their town. Only 3 listings show up for both searches - so it's not necessarily a rank thing. Any ideas on improving the distance your listings show up for? Thanks!

Has anyone created a top (Insert # Here) list of local business listing sites?
Has anyone created a top (Insert # Here) list of local business listing sites we should manually submit to? I have around 20 or so but I was wondering if someone could give me a list to cross reference. I have quite a few local business that I work with and I want to make sure I'm hitting all of the main local listings. I also spend time searching for niche listing sites too for each client, so if you have any suggestions on easier ways to find these as well, I'm game. If you have created a list and its out in the wild somewhere I will be happy to link to it from my site. I'm always open to giving some LL to helpful people. Who's up for building a tool that will search through X number of local directories and report back to you if you are listed or not.
