With a slash and without a slash

I have noticed recently on open site explorer that pages are listed that contact the ending / and that dont.
so for example- www.onlinemediadirect.co.uk/blog-setup
and
www.onlinemediadirect.co.uk/blog-setup/
They also have slightly different page authority. Is it worth setting up a redirect or does google not need this ?
The page ranks well of course.

You do want to set up the 301 redirect. Ideally, you want one and only one URL for each of your pages.

It is work having standardised endings via a url rewrite or 301 redirect. If both exist Google will flag it as duplicate content, which you will see in 'html suggestions' in webmaster tools. Since it is classed as duplicate (as if different case - upper/lower) the link juice will be split between the variartions.

Trailing slash
Our homepage never had trailing slash and we always pointed internal and external links to homepage URL with no trailing slash. Our canonical also has no trailing slash. Recently our SEO agency is asking us to change it to trailing slash. Is it required as part of best SEO practices?

Can we use internal no-follow links without negatively affecting rankings
we are creating a site structure for a travel website. the site homepage has a top navigation bar with 8 top level links and a total link count of 33 links in this (within menus). How to optimise a page for a regional search without it looking clumsy?
What's is the best way to go about optimising a page for a regional search phrase. E.g. 'Physiotherapy CITY' and keep the text looking natural and not manipulated? Previously I've added the search phrase 'Physiotherapy CITY' to TITLE and H1 but this can look clumsy when used in the H1 tag. If I grade a page using MOZ on-page optimisation it will suggest I add the search phrase to the H1. What the recommended way of doing regional on-page optimisation?

Re-naming pages without affecting SEO
Due to the management software used for a lot of our websites, the URLs for specific pages appears as: brand.com/page/pagename/number I want to add slug URLs so that they appear as: brand.com/pagename First of all, do you think this is an effective use of my time and will it significantly benefit SEO in the long run. Secondly, these pages have developed a decent PA over time and I don't want to lose that. Will adding 301s for all the renamed pages be enough to not have a negative effect?

URL with two forward slashes //
We have a potential client with a URL structure in this fashion: http://www.site-url.com//cpage/page.html pretty strange, right? my question is: How bad are the 2 forward slashes // for SEO? How bad is it to have that extra layer of /cpage in the URL? this doesn't appear to serve any other purpose than making the URL longer than necessary.
