How to best implement "metered model" on a site

Hi,
I'm scratching my head over how to best implement the "metered model" on a site without users being able to game it all too easily.
Has anybody in this QA forums implemented one before and is willing to share his/her best practises and findings?
Currently I think raising the bar to force everybody to login is a bad idea + we would still need to open the site for google and other engines and can be tricked that way. Also this might lead to some penalty (cloaking)?
Using cookies might not be enought as I think almost every Internet user these days knows that this might be the #1 place to look and they are deleted in a second.
Counting based on a users IP-adress is also a bit critical as this is not accurate enough.
Should we just use cookies and hope for the best?

It's the site of a regional newspaper, so the audience is certainly mixed. I don't see any other suitable model than using cookies.
Nobody here who implemented a metered model before?

Can you share with us the topic of this content, or how tech savvy the users may be? If the metered content is about PPC best practices, then you're going to have an audience who certainly knows how to delete their cookies. If your content is for people who flew airplanes in World War II, you'll have a much lower percentage of people hacking their cookies to get to your content.
I haven't done this myself, so I'm unfortunately not able to offer you any advice other than to consider how tech-savvy your customers may be.

Breaking a Big Website into Multiple Unrelated Sites
I have a big cluttered website that I want to simplify. There is content for patients, researchers, therapists who are looking for grants, etc.. Would it be a bad ideas to turn these into 3 or more, completely different sites with each focused on their specific demographic? Or should I just figure out how to organize the one site better? SEO advice needed regarding Bookmark Sites
Hi all We have recently employed a SEO company. They have written some blogs and promoted the blogs on up to 20 bookmark sites. On each bookmark site the text is the same. Will Google class this as duplicate content? Is this a good idea? Any advise would be appreciated, thanks.

The rel="alternate" tag
Hey guys and gals. So I run a hyperlocal blog and get a heap of press releases sent to me daily. I don't have time to rewrite each one before posting it to the website, so I am aware that I am duplicating content and possibly extracting link juice from the original source. Would using the rel="alternate" tag highlighting the source on each press release page fix this? Am I correct in saying this tag tells google that the content on the page is sourced from elsewhere? I also get requests from other sites for my original posts to be posted on their websites but I decline because of duplicate content, would asking for this same ' the rel="alternate" tag' fix on their website be wise? How to free articles sites work when they offer duplictae articles
Hi, i am trying to work out how these free article sites work. They allow people to put on their articles on their sites but these articles are on loads of different sites which means they are all duplicate content. I am finding it hard how google puts up with this and how the sites still continue to rank high in google when all their site is duplicate content. Can anyone please explain this to me.

Multiple Domains pointing to one site?
Due to takeovers, different strategies and a certain amount of historical lack of control, we have a dozen sites covering many different specialist areas of our business. To make things easier to manage, we are thinking of merging website content, then repointing some of the domains to the new section within the larger website. The content on each site is all different, but the subject matter is sometimes the same.This will make content, design and management much easier. We propose to choose the best content, then repoint the underperforming domains. Is there an seo risk of having many domains pointing to one site?
