Buying links - where is the line drawn?

I apologise in advance if this has been discussed before, but I'm a bit confused by this whole buying links/outreach scenario.
Example..
High ranking PR site (PR 85) has people advertising they can get you links from that site in exchange for money.
You would give them an article and it would look natural and a link - branded or keyword - links back to you.This is not new to people here who know of this. Obviously there is a difference between a link farm (crap site just selling links) and one of these highly recognised sites where you can obtain a link from.
I'm sure a goody 2 shoes will now tell me 'i should do everything natural not be tempted', but I actually dont know where the line is drawn between the same site giving a natural link to me and someone selling a link from the same site.
Google isnt going to downgrade the site I'm sure but how do they combat this or even do they combat it?
Do we have to accept that buying links is still a normal process and if done in moderation and discretely, you can get away with it?

ok, I accept the points raised above and understand where you are coming from.
The difficulty I am having is that I want to outsrouce link building/content reach (and yes, in white hat manner), but everyone I speak to seems to have a 'network' of sites they can build links from which really worries me as I'm sure google will spot a pattern.
How do I outsource without having this issue?

If you want to try this stuff, try it with your own website. This isn't anything to try with a client's or an employer's site, especially one that has a warehouse with $10,000,000 in Christmas inventory, eight employees and a $15,000/month lease.

Gotta agree with Logan, just don't do it! Even if it's tempting. There's tons of great ways to build back links, you shouldn't need to resort to buying them. Sure there's tons of sites that still offer paid links and never get dinged by Google, but as we have seen over the years Google is always watching and penalties can be incredibly harmful. Currently, I've been working on a travel site and have ran into the issue of 75% of blogs expecting payment for links. We have changed our approach to the link building process and have managed to see some success. Be creative, you'll still be able to build links organically.

I cannot believe I'm answering this question in 2016. Do. Not. Buy. Links. Ever.
The idea of buying links goes against everything Google wants their search results to be. If good ranking is simply a matter of spending money, than any hack out there with deep enough pockets can get their garbage site to rank for anything.

White hat link technique to banned domain
The question is: I have branddomain A (manually penalization by google, one year ago and after 4 consideration requests and more than 3/4 of links removed, stills banned) authority 42 And and new branddomain B (with fresh content created after penalization in the case of no recovery as it happen) authority 26 There are no links from A to B, both are now with same traffic but i want people that find me on domain A (partial penalized) to come to my new web brand. Both domains have same name, different extensión. So the question: Can i link with photo domain A to domain B, if i place nofollow and no ancor text on those linked photos. Getting a link from an internal page with PR 2 of a domain with PR 5 is how much effective?
My website got a link from an internal page with PR rank of 2 but the domain has the PR rank 5. For example - A domain www.example.com with PR rank 5 and internal page www.example.com/extra/1 PR rank 2. I got a link from the internal page, will I benefit from main domain Page rank 5? Thanks, Sameer

How to recognize Panda, Penguin or Unnatural Links Penalty ?

Fix Bad Links in Google
I have a client who had some grey hat SEO done in the past. Some of their back links aren't from the best neighborhoods. Google didn't seem to mind until 9/28, when they literally disappeared for all searches except for their domain name. Google still has their site indexed, but it's just not showing up. There are no messages in Webmaster Tools. I know Bing has the tool where you can disavow bad links and ask them to discount them. Google doesn't have such a tool, but what is the strategy when you don't have control over the link sources, such as in blog comments? Could this update have been a delayed Penguin ranking change from the latest Penguin Update on the 18th? http://www.seomoz.org/google-algorithm-change Any advice would be greatly appreciated. How to get rid of black hat links?
I have recently discovered that one of my clients has either been sabotaged or has done this himself. In the case that he didn't do anything, how do you go about getting rid of bad links? There is now over a 1000 bad links linked to his site, do I report them as spam or what is the best way to fix this?

Buying a website and redirecting everything
We are considering purchasing an existing website in our industry with a domain authority of 52 and 20K inlinks and redirecting it to our new website with a domain authority of 26 and 1,000 inlinks. Would this be the best way to improve our new site's authority and inlinks? Would Google penalize us for doing that or would it effectively transfer the old sites authority to us?
