How to come back from reverse SEO penalization, and how to find out more about it?

Hello,
We are currently researching the case of a client that suffered greatly after a campaign of reverse SEO. In a short spam of time (about 6 months) thousands of foul links were created pointing at this site, and as a consequence, it got an algorithmic penalization, and organic traffic dropped almost by half.
Does anyone has any experience with this kind of situations we could learn from? Obviously, we are already proceeding to disavow such bad links, but we'd also love to get to know who is behind this. Is there any way of finding out who or what company originated these links. Many bad sites were specifically created to harm this client's reputation, but the registrant is privacy protected. We could at best find out where these sites are hosted.
Is there any way we could progress further in finding out more about this? We are talking of a campaing carried out by someone who knows their way around SEO, and which took at least 6 months to a 1 years of constant spammy bombing.
Any leads will be greatly appreciated.

Frames and SEO

Mobile SEO? Do we need it or not?
Hi Guys, I am about to start to redesigning a new mobile website and am curious if mobile SEO is actually having an affect or not. The site I am doing the redesign for, already has a very well optimized desktop site and has an existing mobile website with no optimization. The mobile website is ranking well in Mobile search so I am curious why I I would need to optimize the new mobile website properly, especially when the mobile website has a canonical tag for its desktop counter part? # element above Menu - Is there any SEO Value to it
Is there any Value to having the H1 element above the MENU in a Typical Application ? My intention is to tell the "Bot" that the H1 element is more important than the Menu Items . Are there any examples of such sites . The closest that I have seen is (NOT MY SITES) http://www.airfarewatchdog.com/ and http://www.airfarewatchdog.com/cheap-flights/from-dallas-texas/1531/?airport_code=dfw&depsub=1&c2calert=0&deal_alert=0&from_hp=true Here they (second link) they have H1 above the Bread Crumb ( they dont have any menu though).

What are the bing only SEO tactics?
Recently we realised that our client's SERPs were almost always lower on Bing.com and Bing (canada) when comparing with Google.com and Google.ca We want to know if there's different ranking or blocking factors for Bing and if someone had similar expriences. It would also be appreciated if you have releavent and trusted information on this topic, from blog posts, forums, etc. What are your thoughts on this?
