Specifying image dimensions for site speed vs. responsive

I'm working on improving site speed from an SEO perspective, and one bit of advice I see often is to specify the dimensions of the images you're using so the browser knows the size of the image it needs to download.
However, I am wondering what impact this may have if the site is responsive? If you specify the large dimensions suited for a desktop browser, would you be forcing a mobile browser to use that sized image?
Has anyone seen dramatic improvements in site speed using the <picture>tag for responsive images?</picture>

To be clear - specifying the image dimensions on the HTML has no effect on what size of image is downloaded from the server. It serves only to specify the space on the html page that should be reserved for the image display when it does finally load. So it gives s the impression of faster speed by keeping the page from redrawing once the image dimensions are actually known by the browser.

Specifying dimensions of the source image does create a faster loading time as there is no resizing done in the browser. You should then use different sized imaged for different devices.

Is having this number of W3C errors & warnings an issue and will be impacting my site's performance? Responsive Design vs Mobile For This Site?
They are going to do an entire website redesign for http://gaport.com/ and I think they should adhere to responsive design best practices. However, I'm just saying that because everything I have read says that's the "way of the future" if not the way of the present already. Because domains with a mobile version have better rankings in Google then domains with only a deskop version we're considering a mobile website. My web developer says that a m.domain.com is duplicated with the domain.com, and he recommends a responsive design. What is better for SEO positions in mobiles devices. A m.domain mobile website or a responsive design. What are influential factors?

What happens if I 301 Redirect my homepage to a different page on site
If i were to 301 redirect the index page of my website to a page in a different subdirectory of my site would that adversely affect SEO? Does your home page need to be in the root of your site? Blog vs. News/Editorial Layout?
We're in the coupon blogging space & saw that one of the larger coupon sites move away from the more traditional blog layout: http://thekrazycouponlady.com they now have more of an editorial type layout. Here is another site which is more similar to our layout: http://hip2save.com. So here are my questions: Which layout type do you feel better serves their visitors & why? Redesign of an ecommerce site
I was just wondering how we should deal with filters and pagination with our ecommerce website. We can do nofollow or noindex, follow or canonical for both filters and pagination. Which one we should choose and why? By the way we are trying to create more sub categories to avoid too many pages but we have 1,000s products and we still end up with a quite high amount of pages.
