Back links to pages on our site that don't exist on forums we haven't used with irrelevant product anchor text

Hi,
I have a recurring issue that I can't find a reason for.
I have a website that has over 7k backlinks that I monitor quite closely. Each month there are additional links on third party forums that have no relevance to the site or subject matter that are as a result toxic.
Our clients site is a training site yet these links are appearing on third party sites like http://das-forum-der-musik.de/mineforum/ and have anchor text with "UGG boots for sale" to pages on our url listed as /mensuggboots.html that obviously don't exist.
Each month, I try to contact the site owners and then I add them to Google using the disavow tool. Two months later they are gone and then are replaced with new backlinks on a number of different forum websites. Quite random but always relating to UGG boots.
There are at least 100 extra links each month. Can anyone suggest why this is happening? Has anyone seen this kind of activity before? Is it possibly black hat SEO being performed by a competitor? I just don't understand why our URL is listed. To be fair, there are other websites linked to using the same terms that aren't ours and are also of a different theme so I don't understand what the "spammer" is trying to achieve.
Any help would be appreciated.

Hello, Three of our client's sites are having difficulty because of past doorway/paid link activity, which we're doing the final cleanup on with a disavow. There are links between the sites. Should we disavow all the links between the sites? Thank you.

If our site hasn't been hit with the Phantom Update, are we clear?
Our SEO provider created a bunch of "unique url" websites that have direct match domain names. The content is pretty much the same for over 130 websites (city name is different) that link directly to our main site. For me this was a huge red flag, but when I questioned them and they said it was fine. We haven't seen a drop in traffic, but concerned that Google just hasn't gotten to us. DA for each of these sites are 1 after several months. Should we be worried? I think yes, but I am an SEO newbie.

Many sites added some excerpts of my Blog post and linking back ? Most of them are Spamy site ! Some are great blogs, but some blogs just copy some excerpts and link back to them - which i never approve. Will it affect my blog. i ask them to remove it. no use. !

Preparing for Penguin: Delete or Change to Branding 25 small blogs, anchor text
Hello, This site has 80 root domains pointing to the domain, call it site X. 25 of them are tiny blogs the owner put up himself. The blogs consist only of 4 posts or so, where each post has a 2 keyword anchor text links to each one of his 4 sites. One link in each post goes to the home page and one goes to an internal page. Let's concern ourselves with cleaning up the anchor text profile of site X. All blogs are on private registration. Half of the blog domain names are furniture related and furniture is not relevant to this niche. But 3/4 to 3/5 of the content of each blog (2 paragraphs per post and 4 posts) is relevant. My concern is that even though the anchor text is varied and there's only 2 links going out to site X per blog, none of it is branded and so I'm concerned about Penguin type updates. Should we change these to branded or delete them? We're working on content promotion for backlinks in case we have to delete these blogs, but it's a small budget. What should we do? '

Competitors using unsavoury methods of link building. How to combat?
A lot of my competitors are using a lot of unsavoury/old-fashioned SEO methods to build links but are actually doing really well from it. A few different competitors are buying links in directories, using blogspam comments, forum posts, buying links in other places. The problem is, they all seem to be doing very well with it! What I've always been taught is that these methods are out and they could actually harm you - yet I haven't seen this happen to my competitors. Should I be using these spammy methods too or just concentrate on building quality content and high quality link building?

How to run SEO tests you don't want to be associated with
A client has a competitor who is ranking above them for a highly competitive term they shouldn't really be able to rank for. I think I know how the site got there, and I think I can replicate it myself with a quick test, but it's definitely grey hat if not black hat to do so. I do not want my own sites and company to be damamged by the test, but i'd like to let the client know for sure, and also i'd love to know myself. The test should take about a week to run, there is no hacking involved or password stealing or anything damaging to another. How would you do such a test? I'm dubious about using my own server / site for it, but would a week really matter? Tom

User comments with page content or as a separate page?
With the latest Google updates in both cracking down on useless pages and concentrating on high quality content, would it be beneficial to include user posted comments on the same page as the content or a separate page? Having a separate page with enough comments on it would he worth warranting, especially as extra pages add extra pagerank but would it be better to include them with the original article/post? Your ideas and suggestions are greatly appreciated.

Buying Links
Hello, I have talked to many SEO companies about their services and rates. I noticed that all of them will buy thousands and thousands of links once you first join. That is why they always want a start-up fee, so they can purchase the links. I know the best method is doing it the ethical hard way of asking sites to link to them, but I dont have time to do that. I mainly want to know where the SEO companies buy their links from. I am figuring that them buying the links are not negatively affecting the sites or they would lose their clients if they got into black hat links. It must be good inorder for them to keep their clients. I was interested in buying links, but do not know who to trust. Does anyone have a recommendation?
