Building separate pages for local searches

I found one of our competitors developed URLs for every state in the US. They linked all these sites back to their site and they are ranking very high for each of these states.
Here are 2 examples
http://metalbuildingsmississippi.com/ #1 for "metal buildins mississippi"
http://metalbuildingsoklahoma.com/ #3 for "metal buildings oklahoma"
these pages don't even have a PR.
Would you recommend doing the same with my site, writing unique content for each URL and building links?

For this strategy to work effectively you need to use distinct domain names.
Keyword domains tend to rank well for those keywords, but it will take time to have a measurable effect. The domains (minisites) will still need incoming links to do well - at minimum submit them to a couple of relevant directories, but the more time you can put into promoting them, the better.
You should probably have localized landing pages on your main domain too, but make sure the content isn't the same as that on the keyword domains.

How much influence will the domain have?
Should we use our current site "url.com/oklahoma"
or a new domain "oklahoma.something.com" or a new domain for each state?

Yes, that's a worthwhile strategy. But don't just duplicate the content on each domain name - make sure there is unique and substantial content on each domain (don't just change the city name and keep the rest of the text the same). Also, to get the benefits of doing this, don't duplicate content across the minisites and your main site.

I have been hesitant to build links with all these penalties and need a few good tips for building good quality links. Most significant link building factor
Am I right in thinking the most important link building factor is the number of unique linking root domains? Multiple links from a domain won't help me so much?

What are your favorite link building tools?
I know there are a bunch out there, but I'd love to hear your guys thoughts. The more tools you post, and the more unknown they are (i.e. everyone knows OSE, Raven Tools, Buzzstream, Ontolo, etc.), the more I'd love the answer. Also, it doesn't have to be a comprehensive tool. Even if it's a bookmarklet, or something that solves one specific tedious task, I'd love to hear about it! 🙂

Google search engine questions
I'm new in SEO, so sorry if i ask already discussed questions. After some search I still have questions that i need to confirm if i am right: 1. Google calculate only first link from some domain (for example domain1.com) on some page (domain2.com/page1). So this is good to create other link on page domain2.com/page2 but no reason on domain2.com/page1. Right? 2. Plural and singular forms of search words. We can be top ranked for plural form and out of top50 for singular form. What is best practise to be top ranked for both? 3. Google images. We have changed image file names and added alt and title option. There are any other way to go on top?

Creating a separate blog off our website
A while ago we purchased some domains that are related to our industry. I'm fairly sceptical about using them, but I am interested what peoples thoughts are. We are currently producing quite alot of engaging content and although it's industry related, it is sometimes quite broad and not always appropriate for our company blog. I have been debating whether or not it will be a good idea to use one of the domain names that we have purchased to create more of an industry blog that is off our website. I'm not sure if this is considered a "black hat" technique by using domains registered to us? And also whether or not Google will punish because we are blogging from the same IP address and linking back to our site ? I look forward to hearing what people think. Thanks,
