How would you spend your time to get the fastest results?

If it is a small local business I'd definitely invest a few of those hours in getting local profiles set up. Taking the time to do consistent, quality listings can prove invaluable for a local business. Here is a great list of local business directories:

Other than that I agree with Ryan that project mapping is very important. But that is assuming you will eventually have more than 8 hours to work on the project.

I would check the quality of the content (human readability and usefulness) and then, so long as all is good with the on-page SEO as you say it is, I would ensure I have social bookmarking buttons in prominant places, and open accounts on the major social sites (twitter, Facebook etc) and try to make it as easy as possible for folks to bookmark the content.
I would spend just 30mins initially following a few people that appear interested in the industry.
Then:
If it is an ecommerce site, take a feed from the mysql database, and modify it for Google Base (quick once you know how). If the site used an open source shopping cart/CMS, then there is likely a plugin/modification for free or cheap to do this instead of going into the database directly, as so this could be automated.
Also if it is an ecommerce store, I would ensure the h1's are showing correctly on every product page, and that there is GREAT (and I mean GREAT) navigation throughout the site (in fact, this goes for most sites, not just Ecommerce ones).
If it is a site that's based on a blogging platform (wordpress etc) then I would check the RSS feeds, and submit them to decent RSS sites, to aid indexing.
Follow that by looking for some guest post availability, write and submit a decent press release about the new site launch (be sure to submit to Google News sources!) and finish off by doing an hours extra work over a coffee, drawing up some flow diagrams of the next steps. Part of this final step would be working out how much time I could realistically spend each week or month on tasks for this website.
Phew, that's a fair bit for 8 hrs, but it is realistic if you get your head down, and keep the coffee flowing.
I hope this helps, but I bet some guys and gals will disagree with what I have said! Still, each to their own!

On-page optimization, or link-building?
If this is a content site.... neither.... Spend the time to make social sharing very easy. Any left-over time trying to get links from hub sites in that niche.
If this is a retail site... would go for links from the easy industry and community resource sites.
For both sites would ask for 8 more hours to brainstorm highly linkable content that the site owners will produce.

If I was only giving 8 hours I'd spend it all on project mapping. The work a site requires to be effective is way more than 8 hours but you could construct a broad project road map that would lead you consistently in the right direction for a year or more.
With the above context I'd be working on increasing domain authority and auditing site architecture to get the most bang for the buck. Steve's suggestions are spot on.

A bit of each if you're limited like that... if you've already got the A grade for the keywords then I'd focus on link building mostly. Maybe an hour on the on-page (as long as your content is right already) and the other seven on links?
You'll still need to do more later though.

SEO Question
If you Google - "San Diego DUI Lawyer" (a competitive term), this guys site comes up: sandiegoduiattorneys.weebly.com/san-diego-dui-lawyer.html Run his site in Opensite Explorer and you won't believe the results. This guy somehow has as much domain authority as Facebook, and maybe more than Moz. How is this possible? How is he getting all those links from random Weebly sites? I'm not saying I want to copy him, but I think it's highly problematic that somehow that site has been rigged to get all that link juice. Any feedback would be appreciated.

★Does syndication of a news features from high Profile site like TechCrunch have a negative SEO impact?
As a co-founder of a startup that is weekly featured on high page rank news sites such as TechCrunch, The Next Web, TreeHugger , Yahoo News etc. These types of write ups are "SEO Gold" as they are high page rank sites with high relevancy to our sector and with unique good quality anchor text and copy. However... Within hours of each post going live the content and links are syndicated either via RSS or scraped and appear as duplicate content on in some cases 100's of very low quality and low relevancy content aggregation sites. To give you an example here are just two of the sites that are now appearing as linking domains due to this syndicated content and the links included in the article. Examples : Eco Market, The “Etsy For Eco,” Rebrands, Revamps, Raises & Prepares A U.S. Launch Sarah Perez | Technology | Page 4 The above are just a couple of examples amongst 100's that result from each feature. I would like to hear you opinion on if these links would be considered natural and you feel I should not take action or if you think these need removing by contacting the webmasters or disavowing the links? I am sure I cant be alone in having this problem and look forward to hearing you advice and tips

Diverse SEO On & Off page questions!
Hey everybody. I have been reading several resources on SEO, and wanted to know your opinion on these topics. I know they are diverse and should be on a different set of questions, but i wanted to give it a try. I run a Heavily Specialized Steel B2B eCommerce Site. So my question would be what is the importance of the following topics, taking into mind the nature of my site. The importance on how often the page is updated ? Recommendations on updating relatively static pages ? How important is to meet HTML and W3C Standards, also its validation. The NoFollow and Follow ratio of incoming links. Hello, If I put out too many press releases/blog entries out can google penalize the site? Also other than wordpress or blogger are there any other free blogs that are worth while? Can hosting on the main site help also? I was thinking of hosting on the main site but I wasnt sure If I needed to buy a new domain name, or just host it as XXXXXX.com/blog Thank you!

Seo work for video production
Hi all, I'm about to start helping a friend who owns a video production company here in the UK. Currently he has a website with no real links.For "video production" / "video production companies" a lot of the top organic results have high number of links and according to the seomoz difficulty tool its coming in as hightly competitive 55%. Looking at the competitors there are lots of links to directories. Rather than taking this approach, do you think links to youtube for help videos, guest blogging, etc would be a more valuable strategy. He's never going to compete on linking root domains. Any help is appreciated.

Facebook Notes for SEO Purposes ?
I just two minutes ago learned what a Facebook note is. I discovered this while doing a search of one of my keywords and i noticed one of the results was a Facebook note talking about the keyword with links in it to a competitors Amazon page. Is anyone here familiar with using Facebook Notes as an SEO tool? It obviously works if they are appearing in my search results. Does anyone know basic guidelines in terms of how many links, anchor text, etc... ? Thanks a lot...

External links--Does it matter which page they go to?
I'll be doing some linkbuilding in which I will be asking manufacturers of the products we sell to link back to our site. My thought was to have a single page for our "Valued Suppliers" with a badge that I would give them the embed code for. If the URL goes to a "Valued Supplier" page on our site where there are multiple manufacturers, will this help my entire site or only the page that's being linked to? Thanks in advance!
