Are unusual chinese links likely to be black hat?

Hello,
I noticed that this onepage website: http://www.clearpixel.net/ ranks at #11 for web design London so I did some research using SEO Moz Pro. Turns out that alll their links are from Chinese directory style sites. Does this demonstrate black hat SEO? If not, how do I go about getting links on Chinese sites with .gov urls.

Like anywhere now, there are black hat sites / directories and white hat of the same. Typically, if the links from China are similar to a linking scheme you'd see anywhere else, it's best to avoid the possible short term benefit you'd get in going after those links. Although you probably already have, I'd continue to look for link opportunities from the first ten listings instead of this one.

Their Google results are impressive. They offer a large list of clients who rank in the top 5 for the key words in their industry. I checked one and it seemed quite legitimate.
They offer every impression of a solid company. Past the public appearance, I do have some concerns.

They repeatedly offer testimonial quotes from "Top SEOs".

They build links by submitting your site to 1000 free directories with their first package, up to 8000 directories with their last package. They do offer reasonable time frames ranging from 3 months to 1 yr.

The offer paid directory links. Paid links of course is completely black hat, but directories provide a service. Yahoo directory, for example, is a perfectly legitimate paid link.

Basically it appears they use what I refer to as a "zerg" method. It can be quite effective. They acquire literally thousands of low quality links. Surely many of the links will get cut off from Google, but many will get through. I would suggest this as "grey hat". It is not against Google's terms, but I would expect a future adjustment from Google specific to this method.
how do I go about getting links on Chinese sites with .gov urls.
If you don't speak Chinese, you would most likely need to hire a company like theirs that specializes or understands how the process works in China.

Noindexed Pages with External Links Pointing to it: Does the juice still pass through?
I have a site with many many pages that have very thin content, yet they are useful for users/visitors. Those pages also have many external links pointing to them from reputable and authoritative websites. If i were to noindex/follow these pages, will the juice/value from the external links still pass through just as if the page didn't have the noindex tag? Please let me know!

Will Google perceive these as paid links? Thoughts?
Here's the challenge. I am doing some SEO triage work for a site which offers a legitimate business for sale listing service, which has a number of FOLLOWED link placements on news / newspaper sites - like this: http://www.spencercountyjournal.com/business-for-sale. (The "Business Broker" links & business search box are theirs.) The site has already been penalized heavily by Google, and just got pushed down again on May 8th, significantly (from what we see so far). Here's the question - is this the type of link that Google would perceive of as paid / passing page rank since it's followed vs. nofollowed? What would you advise if it were your site / client? From everything I've read, these backlinks, although perfectly legit, would likely be classified as paid / passing pagerank. But please tell me if I'm missing something. My advice has been to request that these links be nofollowed, but I am getting pretty strong resistance / lack of belief that these links in their current state (followed) could be harming them in any way. Would appreciate the input of the Moz community - if they won't believe me, and the majority here agrees about nofollowing, maybe they'll believe you. Thanks! BMT

Are these links bad for my results?
In the past we have requested links on multiple directories. Since we have seen a mayor drop (60% in traffic) in results around the pinquin update 24-26th of April. Our results have been slowly getting lower and lower in Google. Is it possible to tell if these links are in fact doing my site harm? Before the 26th of April it was easy to see that the results where benefiting from the submission to those directories. We did not have any messages in webmaster tools and reconsideration says "no manual spam action taken". What would be the best strategy to turn this around and go up again? Being penalized for unnatural links, determining the issue, and fixing the problem. What to do?
Hi all, A client has been penalised, having received the message in Google Webmasters last week, along with two more yesterday. It seems the penalty is for something specific: “As a result, for this specific incident we are taking very targeted action on the unnatural links instead of your site as a whole“. This is the first time I've had to deal with this so I'll be a bit layman about it The penalty, firstly, seems to be for the old domain, from which there is a re-direct to the current one. This redirect has been in place since Feb 2012 (no link building has been done for the old domain since then). In Webmasters, I have the old and new domains set up separately and the messages are only coming for the old (but affecting the new, obviously). I need to determine if it’s the old or new URL I’m being hit for, or would that even matter? Some questionable links I can see in WM: There is an affiliate for whom WM is showing 154,000 links (all followed) from their individual products listings to the client’s site (as a related product) but they’re linking to the new domain if that matters. Could this affiliate be an issue? There is also Updowner, which has added 2000+ links unbeknownst to me but apparently they are discounted by Google. I see a ton of recent directory submissions - right up until last week - that I am not responsible for. Could that be intentional spam targeting? I did also use a 3<sup>rd</sup> party link building company for Feb, March and April who ‘manually’ submitted the new domain to directories and social bookmarking sites. Could this be issue? For what kind of time-scale are penalties usually imposed - how far back (or how recently) are they penalising for? Ranking were going really well until this happened last Thursday. Will directories with non-followed links effect us negatively - one such one has over 2000 links. What is the most conclusive way to determine which are the poor, penalty-incurring links pointing to us? I know I now have to contact all the dodgy directories the site is now listed on to get links removed, but any and all advice on how to rectify this, along with determining what had gone wrong, will be most appreciated. Problems with link spam from spam blogs to competitor sites
A competitor of ours is having a great deal of success with links from spam blogs (such as: publicexperience.com or sexylizard.org) it is proving to be a nightmare. Google does not detect these (the competitor has been doing well now for over a year) and my boss is starting to think if you can’t beat them, join them. Frankly, he is right – we have built some great links but it is nigh on impossible to beat 400+ highly targeted spam links in a niche market. My question is, has anyone had success in getting this sort of stuff brought to the attention of Google and banned (I actually listed them all in a message in webmaster tools and sent them over to Google over a year ago!). This is frustrating, I do not want to join in this kind of rubbish but it is hard to put a convincing argument against it when our competitor has used the technique successfully for over a year without any penalty. Ideas? Thoughts? All help appreciated

Partners and Customers logo listing and links
We have just created a program where we list the customers that use our software and a link to their websites on a new "Customers" page. We expect to have upwards of 100 logos with links back to their sites. I want to be sure this isn't bordering on gray or black hat link building. I think it is okay since they are actual users of our software. But there is still that slight doubt. Along these same lines, would you recommend adding a nofollow or noindex tag?
