I agree with the two responses you've received already. If you have good content, you'll want to put it on landing pages on your site. then seek to find (some will find you) sites that will link to your good content/landing pages. This is a much better way of doing things then seeking sites to submit your content to. Duplicate content issues and Panda really make this type of process outdated. I a firm believer in keeping your good content on site.

If by 'high-quality sites' you mean sites which have no purpose other than to let you submit articles for links - Google's Panda update greatly reduced the effectiveness of links from these sites.
A simple rule of thumb is: does the site I'm looking at have any relevance to human beings? Will they derive real value from the content on this site? Sites that let anyone submit anything without any real editorial discretion aren't valuable to users, and so they're not valuable to Google.
There are many kinds of good quality sites. One good source are online magazines and blogs in your sector. If you want to be accepted by a high-quality site, you've got to have high-quality content to justify that. The extra work involved in trying to get a good piece of writing accepted to a respected blog or website is worth it, as many an SEO can testify.

I know I am not answering your question directly, but here is what I think you should, especially considering current tends in the search industry. If it is quality content, that you have produced, rather put it on your own website and try finding communities online that might be intrested in the content and maybe link to it. It terms of helping your websites in the SERP, that will be much more beneficial
Reason: Unless your article in the article website is so good and attracts links there (and if that is the case, rather put it onto your own website), you will get basically no value from the link....

Accidentally generated navigation links that point to American site from Australian site.
Somehow we ended up getting hundreds-of-thousands of links coming from our .au (Australia site) to our .com (America site). We believe that something happened during a change that turned a handful of our example.com.au navigational and footer links into back links pointing to example.com and sub-domains of the American version. We are currently fixing this, but we are wondering if this could potentially be problematic in terms of a penguin penalty due to an unnatural linking campaign or back link scheme. Broken Incoming Links from External Site - What to do?
Our Google Webmaster 'page not found' reports consistently show two Chinese websites that have approximately 50 broken links each to non-existent pages on our website. One site is a PR5, the other a PR1. Two of our Chinese employees have contacted the site owners (even talking with them over the phone) to discuss the errors, where the broken links live on their sites, and how to fix them. They have contacted the site owners three times in the past three months, but still the broken links have not be fixed. What do you recommend we do?

What is the best way to get links now ?
I have been working for a long time in the industry now and I was away for some time. It seems that now after the google updates..It is difficult to do link building. I used to do quality white hat link exchange to very related sites. What is the best way to transfer a sites link juice.
We have been building a new website for one of our clients which he wants it to replace an existing website which will be taken down shortly. New ways to get links (excluding on site link bait)?
Fellow SEOs, I’m looking for a new way to reach out to bloggers and site owners for links. There are quite a few link bait techniques to lure bloggers thanks to = amazing content, infographics,...but there are not so many articles on ways to contact bloggers/webmasters and ask for links... We all know that contacting site owners directly and politely asking then to place a link on their home page is as useful as a comb in Bruce willis’s hand. Link exchange is as dead as the Dodo and business partner links are usefull and easier to get but opportunities are often limited. I have been organizing contests for bloggers recently and it has been quite successful up to now, but I always like to have a spare trick up my sleeve. So if any of you have a decent method to reach out to bloggers/webmaster and get decent links please let me know, I will be forever thankful ; ) Cheers
