Link Building in non-competitive industry

Hello,
My client's home page is targething 2 keywords - one at 43% difficulty (SEOMoz Keyword Difficulty Tool) and one at 50% difficulty.
I want to link build for this person, but I analyzed the top 5 competitors and there is no resource section on any of the sites. We want to write 20 articles for our site.
So there's no people linking to content that I can find. This messes up my link building because I always make targeted content on the subject that people are already linking to
How do I link build in this case. Nothing stands out as something I could do with my site for link bait.

If there isn't a lot of competitiveness, there may be no need to build links? A comprehensive guide/article might already do the trick? Have you tried adding the articles to the site already? Targetting the keywords on the articles' pages in stead of the home page? You might already rank?
So you analyzed the 5 competitors and they don't have any resource sections on their site? Why not try the rest of the web with the query: "the keyword you are building links for" allintitle:resources or allintitle:list or allintitle:blog or something similar?

I know that it may be on the gray hat SEO side, but utilizing blog posts with signatures targeting each of those keywords in a staggered format (i.e. johnnie widgets {a href=www.yoursite.com"} for one post and johnnie fidgets {a href=www.yoursite.com"} with the alt text) may be one way to start building importance for those keywords, especially on a national search scale.
The only downside (yes, as always there is one) it'll take some time to get them indexed, but you can keep a weekly track of them in GWT and OSE to see if they are follow or nofollow. That'll help guide you in a way, but I digress, you may also want to write unique articles and have them posted on a blog (or blogs!).
Finally, have you asked for a link exchange? I know it may be tough, but some people are kind enough and you may only get 1 out of 10, but hey, that's 1 more! Just be sure that their DA or PR is higher than yours!

Frequency of Manual Link Building Monitoring

Link building during link removal
We were advised by out outsourced link removal vendor not to build any links while they are removing links pointing to our site. I am worried that our site will lose significant traffic if we dont build any new links while waiting for them to remove links that caused our site to be penalized. What are your thoughts?

Suggestions needed on link building campaign...
Getting links has become very difficult task for me. Recently i have started a website on Depression and Anxiety. My campaign steps: 1)Hired a doctor to write stuff on my website. 2)After that we did 100 more articles for article marketing. 3)Submitted content to top article directories.. All links to only 1 anchor (domainname.com). I haven't promoted my domain with main anchor anywhere. DONT KNOW WHAT TO DO 😞 Can anyone suggest me some link building methods so that i can do Good SEO for my new site?

How many days/hours a month should I dedicate to link building ?
I realise that the more time you dedicate to link building the better, but what would you say is the ideal amount of time that I should spend link building to see a significant improvement in rankings? The keywords I'm trying to target are medium to difficult. So far, I've been spending one day link building but since I'm making all link submissions manually, I haven't seen great results, even though I've been link building for a couple of months. Build Links with Bloggers
Hi! A few days ago, someone asked about how to ask links from bloggers and we got good answers, specially from Egol. But, I do want to add to that question: after conducting research on each blogger and make sure they have good quality content, how would you factor in their page rank, visitors, page view and social media info? if they don't have much traffic, with PR3 (we are PR4), which means we can't count on too much traffic from them, but, will backlink from such places deemed as quality link by Google? I do understand the higher number in PR and traffic is better, but, in our case, they don't come by often. Is it still worthwhile to do the lower sites?
