SEO MOZ LINK BUILDING TOOLS

So I learnt that in link building you need to send an email to someone from where you want the inbound link coming in from.
In this case, are there any tools withing SEO moz that allow you toactually search for links and also provide you the contact email?

Check out the SEOmoz Juicy Link Finder! There are some example emails online, (just search online).

Raven Tools recently launched a Contacts feature that assists with this; it's not wholly reliable but it might help save a little time here and there.

Not that I know of. You'll have to use the tools to find websites to get the links, but it's up to you to figure out who is best to contact to negotiate for a link!

Does this link building actually work?
Doing a small SEO project for a local dermatologist and when reviewing competitor link profiles I found one site that was earning a TON of links from other doctors throughout the country. From what I can tell, it looks like this web development company builds medical practice sites, then puts a page on each site that links to all other practices they created site for. Link building - am I too cautious?
The only backlink building I am doing is guest blogging as it seems most other methods have potential to harm rankings in the post panda/penguin era. As mentioned in another post I'm trying to get a strategy for social media that works as I believe social likes/shares are important. What other link building methods can I use that are totally safe? Is it okay to 'buy' a link on botw r examleas theyre editorally reviewed? I'm asking myself 2 questions when acquiring limks. 1. Would I want this link if google didn't exist and 2. Will it bring me relevant traffic. I'm almost scared of link building in case google punishes me. Are there any legitimate methods I'm missing?

Are the following considered bad links for Link Building.
I've been doing a lot of research lately on link building & I've read a lot about having a diverse amount of links. Social links, Blog links, comment links, footer links, No follow links, Directory links as well as links with Anchor text URL match, brand match, partial brand match, non-descriptive, and with keywords. But there is a lot of talk of removing those links that look like a site that's built just for link building purposes.... but Directories are basically built for link building are they not? I'm wondering if anyone can tell me if they feel links from the following directories would be bad links. Stop Building Links During Reconsideration Request?
We had a message in webmaster tools to say our site had 'unnatural links' pointing towards it. I investigated and found a number of sites where we had uploaded articles, containing links, had been de-indexed. As such we have suffered a few drops in rankings. I have submitted a reconsideration request and I'd like to get on with recovering any lost ground. However, I am wondering whether it's best to cease any link building activity whilst the reconsideration request is processed. Please do let me know your thoughts and experiences on continuing to build links after submitting a reconsideration request.

Link to those that link to you? Worthwhile?
We have thousands and thousands of sites that link to a domain we are working on, many with low page authority and high domain (bloggers, forum posts, etc). Has anyone experimented with linking to the pages that link to you (not from your site) but from other means in an effort to boost their quality? I'm not sure what method we would use, maybe some relevant blog comments or social votes. But curious if this could be an effective method.

Building a link building team
I just joined SEOmoz and I have enjoyed all the information. I currently outsource link building to an agency that charges $50 per link. For this, they handle the anchor text creation, the surrounding text and solicitation, acquisition and monitoring. I know they send the actual work to their independent contractors. How do you find those independent contractors so that I can build my own network of contractors and save the client money?

To hire a link building company.... or not?
I am doing a lot of the niche partnership link building but I am looking for a company to compliment some of my work in other related areas. Need some advice from the group. A couple of questions: 1. I'm looking for a company to acquire around 20-30 links per month. Not talking about easy directories or social links, but good (PR 3+) sites that are somewhat related to my business. Is that a reasonable request? 2. What should I expect to pay for this each month? 3. Any good suggestions on companies in the US. I am a small startup with a fairly limited budget, at least for now?
