As with most things in SEO, it depends.
High domain authority is only one of many metrics you should be using to determine which sites to target for link building. Quality websites operating in your niche/industry/vertical are the ones you should target first. Find these sites, and then if you want to prioritize them by highest DA to lowest, fine.
Also look for sites that target the same keyword groups you do and sites that accept guest content, and stay away from sites that look spammy, scrape content from other sites, have more ads than anything else, etc.
In other words, you need to take a more nuanced view of your link targets than just DA. A high DA site with tons of crummy links and scraped content is never better than a low DA site with tons of original content targeting the same audience you are trying to reach.

Anchor Text, best practice for internal links?
Hi, We have a news article on our site that describes currents status/news concerning 2 "major" topics for our business. Now we also have separate pages dedicated to these topics and try to target links/traffic here. This news article has obtained a few "natural external links", but to my question: Within the news article we mention these two keywords naturally about 10 times each. Should we "anchor text" -link each of these mentions to it´s dedicated/in depth -page? Or perhaps only the first mention? Or not at all and perhaps instead put text at the bottom of the article pointing/explaining where they can find more info on each subject at our site? Thanks!

Domain vs. page SEO
Hi I'm new to SEO and trying to optimize one of my pages. However this page that I'm trying to optimize is not the homepage. Does it mean that since I have collected links from other pages to my homepage that the specific page I'm trying to SEO doesn't get any "link juice"? And how could this situation be corrected? Is the only way to get direct links to the page I'm trying to optimize?

Guest blogging: is there a safe way to do it?
Following Google's nuking of My Blog Guest, is there any way of doing (high-quality, small-scale) guest posting safely? Specifically, do the tips from Neil Patel here (written Jan 22) still stand up? Only post on relevant blogs – ideally these blogs should also be larger than your website. In other words, do it because it will help with branding, traffic, and sales. Posting on bigger blogs that are also relevant will provide you with more good exposure than posting on small, unknown blogs. Avoid using rich anchor text – rich anchor text will become a huge red flag and will probably cause your site to get penalized eventually, especially if you are building these links through guest posts. Share the love – you won’t be able to link out to your site only. From Wikipedia to your competitors, you’ll have to link out to whichever site benefits the reader the most. Build up your author rank – with Google Plus becoming more popular, it will be easier for Google to determine how good of a writer you are. So, you’ll have to focus on publishing only valuable content as you won’t want crap tied to your author account. Co-citations are valuable – even if you don’t get a link from a guest post, just having your site mentioned in the article can help with rankings. I think Google will place more emphasis on co-citations in 2014.

Domain/page authority - how long does it take so see results ?
Im new to the SEO and link building world. I have been building on my link building campaign over the last month or two but I am yet to see any changes in my domain/page authority. Is it because of the quality of the links, the directories I have been submitting in, webmasters maybe using "nofollow" tag ect. Or it generally just takes time to see the results? Is this even how domain/page authority is built. lol Any information on the topic would be greatly appreciated. Regards, S&M
