Seomoz research tools question for inbound links

What is the best seomoz tool and or indicator within a tool for checking on a link (directory or article site) to evaluate whether or not you would actaully want a link from them? Any way to see if google penalizes them for there tactics or if that can hurt me by them linking to me or whatever?
I am at the beginning of a link building mission, but want to ensure that I do it methodically and correctly as possible based on the combines wisdom of this community.

Open Site Explorer is the tool you are looking for. Generally, you want to seek out links from websites/pages that are relevant to your niche and have a strong Domain/Page Authority, which is a reflection of the strength and diversity of their inbound link profile. The more authoritative the page or domain, the stronger the link.
As for determining if a website is low quality (beyond SEOmoz authority metrics), you can use Open Site Explorer dive into the target website's backlinks. You should also obviously view the website and see if it passes a quick human review - is the website well organized, filled with high quality content, and well designed? If a website's strongest links appear spammy or their on-site tactics appear to be anything less than clean, you might want to consider moving on to the next opportunity.
In general, though, don't fret too much about making sure that each and every link opportunity presented to you is 100% clean. It is highly, highly unlikely that your website will ever be negatively impacted by an external link; even the most manipulative link tactics are usually just ignored by Google. Focus on keeping your on-site tactics clean and making sure that any external links ON your website are to good neighborhoods. Moreover, focus on building links with websites that have strong followings or large communities around them - don't forget, referral traffic can be every bit as powerful as organic search traffic.

Total External Links
Hi There, I'm looking at my link profile and my Total External Links dropped uber dramatically back in April. Any way to figure out what the heck happened? My only idea is that this was around the time we launched a new version of the website but I'm not sure it corresponds exactly and anyway the domain didn't change. Keyword Difficulty Tool Ranking
I'm using the keyword difficultly tool to help me create a a list of 5 keywords (out of approx 50-60) to optimise pages for on a site. However I don't want to just choose the top 5 if 3 of them are too competitive and not worth targeting. From anyone's experience, for a small, new web company who has no pages optimised at this point, do you think there is a keyword difficulty score that I should create a hard limit on? So for instance, with a group of keywords, to only target keywords that have a difficulty score of 60 or below because anything higher would be too difficult to optimise the pages for in this stage of the sites development. Is there a way to see how the number of inbound links has changed over time for a campaign? It is hard to tell whether links are increasing for a campaign without historical data being stored so trends can be shown

Cleaning up link profile
I've recently been trying to tidy up my link profile. We have been link building for a number of years and I decided to check it out and see how good our profile looks. I used OSE to give me a report of all external links pointing to pages on my www sub-domain. The results are scary! I have hundreds of links point to my site that originate from URLs such as the following url which attempts to start a download, use caution!!! <colgroup><col width="768"></colgroup>

New To SEOMOZ, 2 Questions...
Hi, 1. I got signed up with SEOMOZ yesterday and would like to know about the competitive analysis tool. I saw in a demo video of SEOMOZ that there was an aspect of Social links (Facebook etc) included in the analysis, I can't see this in my analysis however. 2. Is it possible to change websites over time? Let say in a few months I want to work on a new website, can I remove one of my 5 and add a new one? Thanks! James

Open Site Explorer Question- Link Value?
One of my backlinks is from a site that has a page authority of 74. However, the domain is a domain I purchased and 302'd to my current main domain. What I'm wondering (without getting into why a 301 is better than a 302) is this: does OSE have any tool that shows if there is actually value in a link? My assumption is that despite this domain having a PA of 74, the 302 is not passing over any value. To be clear, I understand that a 302 doesn't pass over any SEO value, but my question is whether or not OSE shows the value of a link? Thanks!
