Reducing pages with canonical & redirects

We have a site that has a ridiculous number of pages. Its a directory of service providers that is organized by city and sub-category of the vertical. Each provider is on the main city page, then when you click on a category, it will only show those folks who offer that subcategory of this service.
example:
- colorado/denver - main city page
- colorado/denver/subcat1 - subcategory page
There are 37 subcategories. So, 38 pages that essentially have the same content - minus a provider or two - for each city.
There are approx 40K locations in our database. So rough math puts us at 1.5 million results pages, with 97% of those pages being duplicate content!
This is clearly a problem. But many of these obscure pages do rank and get traffic. A fair amount when you aggregate all these pages together.
We are about to go through a redesign and want to consolidate pages so we can reduce the dupe content, get crawl budget allocated to more meaningful pages, etc.
Here's what I'm thinking we should do with this site, and I would love to have your input:
- Canonicalize
Before the redesign use the canonical tag on all the sub-category pages and push all the value from those pages (colorado/denver/subcat1, /subcat2, /subcat3... etc) to the main city page (colorado/denver/subcat1)
- 301 Redirect
On the new site (we're moving to a new CMS) we don't publish the duplicate sub-category pages and do 301 redirects from the sub-category URLs to the main city page urls.
We'd still have the sub-categories (keywords) on-page and use some Javascript filtering to narrow results.
We could cut to the chase and just do the redirects, but would like to use canonicalization as a proof of concept internally at my company that getting rid of these pages is a good thing, or at least wont have a negative impact on traffic. i.e. by the time we are ready to relaunch traffic and value has been transfered to the /state/city page
Trying to create the right plan and build my argument. Any feedback you have will help.

The best way is to make sure you're using the tag properly and that you have all your angles covered.
There is actually some good posts on SEOmoz about canonicalization, I'll try and find those for you.

Your plan sounds good but here are a few things I'd like to add.

Make sure the dupe pages you're getting rid of are not the main traffic sources. If that is the case you'll want to redirect only a few at a time and slowly go around fixing that. You don't want to switch to new CMS, throw up redirects, and lose 85% of your traffic. Just make sure it's not your main traffic source.

Make sure you use the proper methods of canonicalization. Don't half-ass it.

On the new site, because you have a large and deep site, make sure you have a proper sitemap generated fresh all the time and that the proper weights are assigned and proper structuring. Less levels = better.

Pages canonicaled to another appearing before the canonical on google searches
Hello, When I do this google search, this page(amandine roses category) appears before the one it is canonical-ed to(this multi-product version of amandine roses). This happens often with this multi-product template, where they don't rank as well as their category version(that are canonical to the multi-product version). Magento 1.9 SEO. I have product pages with identical On Page SEO score in the 90's. Some pull up Google page 1 some won't pull up at all. I am searching for the exact title on that page.
I have a website built on Magento 1.9. There are approximately 290,000 part numbers on the site. I am sampling Google SERP results. About 20% of the keywords show up on page 1 position 5 thru 10. 80% don't show up at all. When I do a MOZ page score I get high 80's to 90's. A page score of 89 on one part # may show up on page one, An identical page score on a different part # can't be found on Google. I am searching for the exact part # in the page title. Any thoughts on what may be going on? This seems to me like a Magento SEO issue.

301 Redirect and Canonical link tag pointing in opposite directions!
I'm working on a site which redirects the non-WWW version to WWW version so, for example https://website.com/page redirects to https://www.website.com/page However, canonical link tags have been set up on the page - pointing back to the non-WWW so for example Q - is this going to cause issues and should the canonical be updated to the same version as the redirect?

Why does our business directions page rank above business profile page
Hi All, We are having an issue at the moment where our business direction page is ranking above the main business profile page. Our website is zodio.com, similar to Yelp but for South East Asia. An example of each page is below: Business Profile Page - http://www.zodio.com/business/detail/126037914/chowking Business Directions - http://www.zodio.com/business/direction/126037914 On many of our long tail searches for particular businesses, the business directions rank above the business details. Does anyone have any idea of why this would happen? I have researched Yelp and they do not have this issue. A few search examples in Google are as follows (one is in Thai): agonos dental clinic เวิลด์ชาร์มมิ่ง kawanku elektrik I have been rattling my brain and search for answers but cannot find anything. Canonicals for product pages - confused, anyone help?
I have an ecommerce website (built using Magento), and have just had the functionality extended to allow me to define my own canonical URLs. Currently the URLs are www. domainname.com/product-name.html but I can now change this to www.domainname. com/product-category/product-name.html. I was led to believe that this would be good for SEO. However, I have since had conflicting advice - it's been suggested that any links across the website that link to domain/category/sub-category/product will pass weight and authority through to the specified canonical anyway. Plus longer URLs are generally worse... I'm confused. Is it worth changing them? If so, would it be a bad thing to change all 700 canonical URLs at once?

Backlinking from a Canonical Page to the Non-Canonical Doman - Wrong Signals?

What redirect code (301,302,303) should I use for pages that are available only for logged in users?
If for example they go to a page like /premium-content, they will be automatically redirected (302) to the login page. Because now I do a 302 redirect, in Google Webmaster Tools it sais I have duplicate title issues for each of the pages that are accessible only for the logged in users. If I would do a 301 redirect, I basically tell Google that those pages are moved, but it is not the case because logged in users will see those pages.
