Google top results API / scraper?

Hi,
Does anyone know of an API/scraper that would allow you to get the top N Google search results for a given query? Ideally the results would be "neutral" (no personalization, no localization, etc.)

Google image search
How does google decide which image show up in the image search section ? Is is based on the alt tag of the image or is google able to detect what is image is about using neural nets ? If it is using neural nets are the images you put on your website taken into account to rank a page ? Let's say I do walking tours in Italy and put a picture of the leaning tower of pisa as a top image while I be penalised because even though the picture is in italy, you don't see anyone walking ? The images on site are not found/indexed, it's been recommended we change their presentation to Google Bot - could this create a cloaking issue?
Hi We have an issue with images on our site not being found or indexed by Google. We have an image sitemap but the images are served on the Sitecore powered site within <divs>which Google can't read. Will Google View Using Google Translate As Duplicate?
If I have a page in English, which exist on 100 other websites, we have a case where my website has duplicate content. What if I use Google Translate to translate the page from English to Japanese, as the only website doing this translation will my page get credit for producing original content? Or, will Google view my page as duplicate content, because Google can tell it is translated from an original English page, which runs on 100+ different websites, since Google Translate is Google's own software?

Google Places
If you rank on google places, I have noticed that you do not rank on the front page as well. I have a site that ranks on front page for it's keywords; however, because they are (1) on google places, they don't show up when someone is localized to that area. They show up on google places but not on front page. If you turn of localization, they are first in serps. How can I get around this? Two separate sites? One for Google+ (Places) and one for SERPS?

E-Commerce site - How do I geo-target towns/cities/states if there aren't any store locations?
Site = e-commerce Products = clothing (no apparel can be location specific like sports gear where you can do the location specific team gear (NBA, NFL, etc)) Problems = a. no store front b. I don't want to do any sitewides (footers, sidebars, etc) because of the penguin update Question = How do you geo-target these category pages and product pages? Ideas = a. reviews with clients locations b. blog posts with clients images wearing apparel and location description and keywords that also links back to that category or be it product page (images geo- targeted, tags, and description) c. ? Ranking Factors for Google
Yesterday a blog post appeared on SEOMOZ titled 'A Tale Of Two Studies' - http://www.seomoz.org/blog/a-tale-of-two-studies-google-vs-bing-clickthrough-rate It suggested some of the ranking factors Google and Bing take into account when ranking. A few of them I want to talk about: Social Signals, Age of Domain and H1 HTML Tag So I thought age of domain and H1 both had some weight in Google? I guess not! And social signals, now I know it gives some weight but its right up there in the list for both SE's, so should getting likes, tweets, plus1's now be part of my everyday link building? WWW vs Non-WWW/Moving a site to a new CMS/Redirect all of the previous URLs
We are working on a new design for a website, which is currently on a CMS that has non-seo-friendly URLs. There is no redirection of 'www' to non-www or vice versa, or handling of homepage redirection so there is only one instance of 'home'. To move the site in the future, all of these URLs will have to be redirected to their new, and I hope, seo-friendly counterparts. Is it prudent now to redirect the four home page links so there is only one? and to redirect all non-www to 'www' so there is only one instance of each page? Or should I leave it and redirect all of them when the time comes?
