How does Google calculate local searches?

I'm wondering how Google calculates local search volume in the keywords tool without specifying a city or a region.
Is it just an average of the different regions or states?

Local = the volume within the whole region.
So, Local is not really "local" as you might think of it.
As you seem to be in the US, if you set the Local region to the US, that is the number you get back in that column.

Is 11k-30k search traffic too high for a small blog with low domain authority to compete for? Is competition all that matters?
Trying to decide on a keyword phrase for my next post. One of the two phrases I'm deciding between has 100x more traffic but the priority is wayyy higher and the competition is just one point higher (54 vs 53). I'm hesitant to write on a post that gets 11k-30k monthly volume however b/c it just seems like too much traffic for a small blog with a domain authority of only 18 to compete with. But if the competition is nearly the same and the priority is higher, should I go for it anyway? I generally go for things with lower traffic thinking I will be able to better compete. Thanks!

Google and connector words
Hello and straight to the point, How does google treat connector words (the, in, on etc) in relation to keywords ? For example if people are searching for "hardware sydney" but the content on the page uses the phrase "hardware in sydney" does this make a difference to the way Google views the page content? Using local monthly searches for generating website keywords
Hi Guys,Im researching keywords to add to our new website with google key words. At this stage we are not using any paid searches or any PPC and are solely looking to be optimized for organic searches. With this in mind should I focus on populating out site with words that rank high under the column " local monthly searches' and not worry about the words that rank high under CPC and the Competition columns? .
