IP-Based Content on Homepage?

We're looking to redesign one of our niche business directory websites and we'd like to place local content on the homepage catered to the user based on IP. For instance, someone from Los Angeles would see local business recommendations in their area. Pretty much a majority of the page would be this kind of content. Is this considered cloaking or in any way a bad idea for SEO?
Here are some examples of what we're thinking:
I've seen some sites redirect to a local version of the page, but I'm a little worried Google will index us with localized content and the homepage would not rank for any worthwhile keywords. What's the best way to handle this?

Again, it depends on how bots see your page. If a bot is based in, say, San Francisco, are you going to feed it SF localized results?
Again, a thorough site map and site index (XML) should ensure that all content is spidered

Is a 302 redirect from the homepage to the localized content really the best option? I feel like that's going to just get the localized content indexed rather than the homepage.
If we were to put some localized (as in based on IP) content on the homepage would it affect our rankings for the generic/national terms?

You could always try using subdomains to do your geolocation (i.e. chicago.yoursite.com). The pro would be better localized rankings and your main site would still be left unaffected. The downside is that this is a lot harder to manage and the subdomains wouldn't naturally build your core site. Sub pages/directories (i.e. yoursite.com/chicago) would let you keep the PR but might not rank well for localization.
I've not seen geolocation seen as black hat (even Google does geolocation in some cases) but the caution is that the bot may not see your local content if you do that.
My $0.02... Go with a subdirectory setup and a soft bounce (i.e. 302) from your main page to your geolocated page. Build a thorough site index AND site map so it all gets indexed properly.

Linking Websites/ Plagiarized Content Ranking Above Original Content
Hey friends! Sooo this article was originally published in December 2016: https://www.realwealthnetwork.com/learn/best-places-to-buy-rental-property-2017/ It has been consistently ranking in positions 2-3 for long tail keyword "best places to buy rental property 2017" (and related keywords) since January-ish. It's been getting about 2000-2,500 unique views per week, until last week when it completely dropped off the internet (it's now ranking 51+). We just did a site redesign and changed some URL structures, but I created a redirect, so I don't understand why that would affect our ranking so much. Plus all of our other top pages have held their rankings -- in fact, our top organic article actually moved up from position 3 to 2 for much more competitive keywords (1031 exchange). What's even weirder is when I copy the sections of my article & paste into Google with quotes, our websites doesn't show up anywhere. Other websites that have plagiarized my article (some have included links back to the article, and some haven't) are ranking, but mine is nowhere to be found. Having a Size Chart and Personalization Descriptions on each page - Duplicate Content?
Hi everyone, I am coding a Shopify Store theme currently and we want to show customers the size comparisons and personalization options for each product. It will be a great UX addition since it is the number one & two things asked via customer support. But my only concern is that Google might flag it as duplicate content since it will be visible on each product page. What are your thoughts and/or suggestions? Thank you so much in advance.

Pages mirrored on unknown websites (not just content, all the HTML)... blackhat I've never seen before.
Someone more expert than me could help... I am not a pro, just doing research on a website... Google Search Console shows many backlinks in pages under unknown domains... this pages are mirroring the pages of the linked website... clicking on a link on the mirror page leads to a spam page with link spam... The homepage of these unknown domain appear just fine... looks like that the domain is partially hijacked... WTF?! Have you ever seen something likes this? Can it be an outcome of a previous blackhat activity?

Same content, different target area SEO
So ok, I have a gambling site that i want to target for Australia, Canada, USA and England separately and still have .com for world wide (or not, read further).The websites content will basically stays the same for all of them, perhaps just small changes of layout and information order (different order for top 10 gambling rooms) My question 1 would be: How should I mark the content for Google and other search engines that it would not be considered "duplicate content"? As I have mentioned the content will actually BE duplicate, but i want to target the users in different areas, so I believe search engines should have a proper way not to penalize my websites for trying to reach the users on their own country TLDs. What i thought of so far is: 1. Separate webmasterstools account for every domain -> we will need to setup the user targeting to specific country in it.

How do you optimize a page with Syndicated Content?
Content is syndicated legally (licensed). My questions are: What is the best way to approach this situation? Is there any a change to compete with the original site/page for the same keywords? Is it okay to do so? Will there be any negative SEO impact on my site?

Interesting case of IP-wide Google Penalty, what is the most likely cause?
Dear SEOMOZ Community, Our portfolio of around 15 internationalized web pages has received a significant, as it seems IP-wide, Google penalty starting November 2010 and have yet to recover from it. We have undergone many measure to lift the penalty including reconsideration requests wo/ luck and am now hoping the SEOMoz community can give us some further tips. We are very interested in the community's help and judgement what else we can try to uplift the penalty. As quick background information, The sites in question offers sports results data and is translated for several languages. Each market, equals language, has its own tld domain using the central keyword, e.g. <keyword_spanish>.es <keyword_german>.de <keyword_us>.com</keyword_us></keyword_german></keyword_spanish> The content is highly targeted around the market, which means there are no duplicate content pages across the domains, all copy is translated, content reprioritized etc. however the core results content in the body of the pages obviously needs to stay to 80% the same A SEO agency of ours has been using semi-automated LinkBuilding tools in mid of 2010 to acquire link partnerships There are some promotional one-way links to sports-betting and casino positioned on the page The external linking structure of the pages is very keyword and main-page focused, i.e. 90% of the external links link to the front page with one particular keyword All sites have a strong domain authority and have been running under the same owner for over 5 years As mentioned, we have experienced dramatic ranking losses across all our properties starting in November 2010. The applied penalties are indisputable given that rankings dropped for the main keywords in local Google search engines from position 3 to position 350 after the sites have been ranked in the top 10 for over 5 years. A screenshot of the ranking history for one particular domain is attached. The same behavior can be observed across domains. Our questions are: Is there something like an IP specific Google penalty that can apply to web properties across an IP or can we assume Google just picked all pages registered at Google Webmaster? What is the most likely cause for our penalty given the background information? Given the drops started already in November 2010 we doubt that the Panda updates had any correlation t this issue? What are the best ways to resolve our issues at this point? We have significant history data available such as tracking records etc. Our actions so far were reducing external links, on page links, and C-class internal links Are there any other factors/metrics we should look at to help troubleshooting the penalties?
