What is the best way to seek out good incoming links?

I get "form letter" type requests for links all the time from companies whose product has absolutely no relationship to mine. I always decline them. But I really want to build up link juice, and I'm wondering how to begin. Is the "form letter" all right to send or should it be more personal? I sell tablecloths; I assume I should go to home decor companies?

One thing I'd consider is writing some killer pieces of content that are evergreen (timeless), then you can ask people to link to them, and they'll also collect links on their own. What's the best style of tablecloth for Thanksgiving dinner, how do you make sure it will fit your table, and how do you get gravy or wine stains out of your tablecloth. Make a comprehensive piece about the tablecloths and table decorations in general for major holidays and be the authority in that space.

If you want quality links you need to take a personal approach to your emails. Whether that means offering some free advice e.g. Broken link building/Site errors, pitching a guest blog or just asking for a link. Good content + good relationships = good links

My question is how valuable is getting a link from a PA 71 with roughly 20 links on it. I guess I am saying how many links from a PA of 30 would be a comparable indicator. I understand there is an almost exponential value of authority as they go higher, but I am looking for a good explanation from a technical aspect. Hypothetical Scenario Would a person be better off pursing 20 links from PA25 pages, or would you be better only getting 1 from the PA71 all things equal.

We are working with a large, global customer that has asked us to link to their website from about 5,000 pages of our website. The links would either point to one page on their website, or they would point to specific pages throughout their website. Is this a bad thing from an SEO perspective, as in - would either of us be penalized from search engines for doing this?

What are good companies to buy links from?
I am sure that asking such a question on SEOMoz will bring the world down on my head, but let's be honest, sometimes buying links, especially high quality links from reputable sources does give a nice boost to go along with the rest of the onsite and offsite SEO practices. So, those of you who are so anti-link buying that the very mention of it is anathema, please put some duct tape over your mouths or on your typing fingers and allow people who get my point to respond... I bet there are some really good link sellers on the web - but i do not know who they are. All of them claim to have the fantastic and best way to give me 1000's of wonderful links - but who the heck really delivers? if there is really no one trustworthy and the only way to build is by way of what I am already doing (mid-quality SEO), feel free to tell me.
