Correct Way to Write Meta

OK so this is a really, really basic question. However, I'm seeing some meta written differently to normal and I'm wondering if a) this is correct and b) whether there is any benefit.
Normally it's like this:
However, I am seeing it written like this is some places:
So, the content= and name= are swapped around. I assume the people that did this were thinking that bringing the content forward would mean that Google reads keywords first.
Just wondering if anybody knows whether this is good practice or not? Just spiked my interest so apologies for the basic nature of the question!

Thanks guys - much appreciated. Personally I didn't think it mattered which way it went round, however just interested to hear if there was a good reason for this. The a href= example is a good example of how it shouldn't really matter.

As long as all the informations are there, I don't think the order matters.
Same thing for a link, you can have
And put the target or the title before the href, the link would still work fine.

Is there a way to EDIT the description that appears under my sitelinks?!
I know you can't add Sitelinks since Google does it automatically but is there a way to edit the description that appears on the sitelinks? It's not the same as the meta description I've written for my landing pages. The keyword where you can see the sitelinks is Digital Media Construction.

Best way to use affiliate links
What is the best practice to use amazon affliate links in blog posts? I have read different opinions on this, and want to be sure I'm using best practices. I sometimes link to amazon with an affiliate link on some of my posts, and am working on a top ten Christmas gift ideas for Children born with Down syndrome with lots of affiliate links on it. Google showing former meta tags in search results inspite of new tags being crawled by it
I had changed the meta tags for a site www.aztexsodablast.com.au about a month back and Google has also crawled those new tags but in search results when I search for the term 'Aztex Sodablast' it is continuing to show the old tags while on the site, the new tags are being displayed. What may be the issue and how could I correct the problem?

Re-write of url
Hi, I would like your input on the following dilemma I am wanting to target the keyword "download xml". at the moment Google indexes us on page 2 and indexes the page www.ourdomain.com/download.aspx I would like to rewrite the url to be /download-xml-editor.aspx The current page is a pr5 and is our most trafficked and externally inked to page. My thoughts are quite mixed on how to do this. approach 1: re-write url of "download.aspx" and setup permanent 301 redirect of download.aspx to download-xml-editor.aspx approach 2: create a new page called download-xml-editor and 301 redirect that to the current stronger page which is download.aspx approach 3: create new page called download-xml-editor with unique content and try and get that page to rank over time, allowing it to build up links and not compromise the current page, then later 301 redirect How would you deal with this and what are your recommendations
