Does anyone know an "updated" all in one cheat cheat for on page SEO

howdy guys, after panda, and penguin, i wanted to know if anyone has any good
references for a cheat sheet that has ALL the on page SEO factors like title tag,
image tags, H1-H6, etc, the basics, but since the zoo got loose I dont know if things have changed for on page SEO. For example what is the optimal KW density we should be using etc. i found this list :

but it seems to be a bit outdated, if someone can share something similar to this list but something more recent, like a few weeks old, i think that would help the community out a great bunch! thanks guys

Bad to have "As Seen on" links sitewide
I've seen a lot of people saying that sidewide external links are a no-go. Does this also apply to links of a vanity variety? What I mean by this is "as seen on" links or links to awards given to the business? This intellectually seems okay to me, but I want to make sure I'm not shooting myself in the foot. Any evidence, case studies, anecdotal stories would be appreciated!

Local on-page SEO
If it feels like you are doing something wrong, then you 'probably' are... Local on-page SEO When optimising a page for local SEO, and trying tick all the usuals boxes, you find yourself adding words like 'golf clubs leeds' which sounds awful when part of a natural paragraph of text. Does Google recognise this poor use of grammar? We try to be as creative as possible, as not to offend the visitor, but it feels wrong... any advice? Thanks

Recommended Min Amount of Content for "News" Bulletins
My company often puts out short news bulletins to announce short news updates. We have to write about these topics for our customers and to remain as an industry leader. However, there is not much real and interesting content to write about these topics. SEO capability on web pages v blog posts
firstly, apologies if this is a daft question, I am very new to this! We are about to launch a new website (very exciting) and our CEO is mad about incorprating a "tag cloud" because it looks good! Our web designer therefore has to convert all our web pages to "posts" in order for the tag cloud to pick up the "tagged" words associated with the specific pages (soon to be posts). Blog page outranks static page for KW -- why?
Blog page ranks 10 in Google, while the static page is on page 7. What makes it more interesting is that the blog page scores an "F" with the Term Target tool while the static page scores an "A". Static page has more inbound links and a mR/mT of 3.89/ 4.54 vs. 3.71/ 4.14 for the blog page. Any ideas on how to approach this one?
