I am still confused about anchor text and penalties

As I understand in order to rank well for the page in google, the page/site has to have a lot of back links that have an anchor text with the keywords that you want to rank for.
At the same time if google finds that your anchor text contains kewords that are in your title or h1 tag, it may penalize your site. So what do i do to rank well for my chosen keywords.
Lets say I am only interested in keywords San Francisco widget and Oakland widget
The title of my webpage says San Francisco | Oakland widget
The anchor text that I usually pick is either San Francisco widget or Oakland widget.
I also have plenty of links that have anchor text like "website" or "click here"
What should I use for my anchor text in my backlinks?

One nice thing about the Penguin update is that we don't need to be quite so concerned with anchor text. I would say focus more on getting links from high-authority, trusted websites and less on the anchor text. Getting keyword-rich anchor text links from time to time won't hurt - and if you're using natural link building methods, you'll probably be fine having them - the important thing is that your ratio of keyword-rich anchor text links to regular anchor text likes (like "click here") is similar to that of other sites in your niche. It's when it's ALL your links or a vast majority of your links that it starts to look suspicious.

Moosa pointed out some very good points. I would like to add that with the recent Penguin update by Google, broadening your anchor text usage is critical. A good way to start would be doing some competitive research analyzing the top 10 competitors and looking into their anchor text distribution %

Ok I guess you took it a little differently… let me explain it to you.
In order to rank well you need lot of quality back links pointing to your website but if you have lots of back links coming from different websites pointing the same keyword then this is the problem!
There is no problem in keywords having in title, H1 and body but do not stuff it and use verity of anchor text internally and for link building.
Use of anchor text is good but over using the same anchor text will hurt (this is the case for non branded keyword)
For instance if you have a keyword ‘Oakland widget’ it can be use in verity of ways that includes:
- Oakland widget
- Widget Oakland
- Widgets in Oakland
And more long term phrase…

Regular links may still
Good day: I understand guest articles are a good way to pass linkjuice and some authors have a link to their website on the "Author Bio" section of the article. These links are usually regular links. However, I noticed that some of these sites (using wordpress) have several SEO plugins with the following settings: Nofollow: Tell search engines not to spider links on this webpage. My question is: If the setting above was activated, I would assume the author's website link would look like a regular link but some other code could still be present in the page (ex, header) that would prevent this regular link from being followed. Therefore, the guest writer would not experience any linkjuice. Any idea if there's a way of being able to see if this scenario is happening? What code would we look for?

Is horizontal hashtag linking between 4 different information text pages with a canonical tag to the URL with no hashtag, a White Hat SEO practice?

Still Battling On With Link Profile Audit
I'm getting there, I can see the light! 🙂 I have covered one complete audit of the link profile and I am now going back over it looking at the links I had 'question marked' - I should have this completed by the end of this week and I will then focus on using DISAVOW for the links that I am really struggling with, the foreign sites that are in Chinese or Russian, the sites that have absolutely no 'contact us' information and have been privately registered (in WhoIs) I have come across this domain which links to our site about 8 times and although I cannot find any contact info I can't quite make my mind up, to be honest I would rather get rid of it BUT I'm trying to avoid taking the easy option of disavowing where I can; http://www.askives.com/ Fo anyone who has gone through what I am currently going through, please help me just this once and tell me 'should it stay or should it go'?! 🙂 Many thanks! Does Backlinks from User Profile Page Still Matter
Though, lot of algorithmic changes, updates have happened. However, backlinks from quality source or trusted sites has hardly lost its importance and thats why Open SIte Explorer or Majestic seo is still there to find quality of backlinks, trust factor and authority factor of the backlinks. I need to know does having backlink (dofollow) from Profile Page - still matters and if yes - will a do follow backlink from Moz Profile Page or any authority site or forum page, having dofollow link from user profile page - does it still count as a mark to authority of your site.

Google penalty having bad sites maybe and working on 1 good site ?!!!
I have a list of websites that are not spam.. there are ok sites... just that I need to work on the conent again as the sites content might not be useful for users at 100%. There are not bad sites with spammy content... just that I want to rewrite some of the content to really make great websites... the goal would be to have great content to get natual links and a great user experience.. Manual Penalty Removed - Recovery Times...
Howdy Mozzers, For anyone who has had experience of a manual penalty i'd appreciate your feedback. How long did it take to recover from a Manual Penalty? Of course every situation is different and its only been 8 days so perhaps it's to soon. Below is the email we received, I highlighted "believed" they didn't state we had. We highlighted a bunch of back links we didn't like however most of these remain in our profile in GWT so not sure what was really the problem. "Previously the webspam team had taken manual action on your site because we believed it violated our quality guidelines. After reviewing your reconsideration request, we have revoked this manual action. It may take some time before our indexing and ranking systems are updated to reflect the new status of your site." Your feedback would be greatly appreciated.
