What is the best way to manage industry required duplicate Important Safety Information (ISI) content on every page of a site?

I have recently joined a large pharmaceutical marketing company as our head SEO guru, and I've encountered a duplicate content related issue here that I'd like some help on.
Because there is so much red tape in the pharmaceutical industry, there are A LOT of limitations on website content, medication and drug claims, etc. Because of this, it is required to have Important Safety Information (ISI) clearly stated on every page of the client's website (including the homepage). The information is generally pretty lengthy, and in some cases is longer than the non-ISI content on each page. Here is an example: http://www.xifaxan.com/
All content under the ISI header is required on each page. My questions are:

How will this duplicated content on each page affect our on-page optimization scores in the eyes of search engines? Is Google seeing this simply as duplicated content on every page, or are they "smart" enough to understand that because it is a drug website, this is industry standard (and required)?

Aside from creating more meaty, non-ISI content for the site, are there any other suggestions you have for handling this potentially harmful SEO situation?
And in case you were going to suggest it, we cannot simply have an image of the content, as it may not be visible by all internet users. We've already looked into that

Can you get away with the image if you add an audio link for the ISI? Another option might be an iframe.

Based on your message, I presume something along the lines of a text link READ THIS IMPORTANT LEGAL INFORMATION which links to a page with the disclaimer would not work?
In that case, understand web pages already have duplicate content. Your header, footer and sidebar are often duplicated throughout the site. This disclaimer would add to that duplicate content. It should not cause a problem but some suggestion would be:

add it to the bottom of the page, the lower the better.

try to make your main content as rich as possible

within your legal requirements, make the disclaimer text as small and less visible as possible. For example, instead of using black colored text can you lighten it a bit to silver or grey?
I would only consider alternate approaches if there was a problem indexing or ranking your pages and it was determined the disclaimer was a factor. In that case, you could consider using an iframe to present the disclaimer, but again, this is just one possible solution and I hate to suggest it as most likely it is not the best solution.

Duplicate Content
When I say duplicate content, I don't mean that the content on a clients site is displaying on another site on the web or taken from a site on the web. A client has a few product pages and each product page has content on the bottom of the page (4-5 paragraphs) describing the product. Now, this content is also displaying on other pages, but re-worded so it's not 100% duplicate. Some pages show a duplicate content % ranging from 12% to 35% and maybe 40%. Just curious if I should suggest having each product page less than 10% duplicated. Thanks for your help.

Duplicate content errors
I have multiple duplicate content errors in my crawl diagnostics. The problem is though that i already took care of these problems with the canonical tag but MOZ keeps saying there is a problem. For example this page http://www.letspump.dk/produkter/56-aminosyre/ has a canonical tag, but moz still says it has an error. Why is that?

What is the best way to execute a geo redirect?
Based on what I've read, it seems like everyone agrees an IP-based, server side redirect is fine for SEO if you have content that is "geo" in nature. What I don't understand is how to actually do this. It seems like after a bit of research there are 3 options: You can do a 301 which it seems like most sites do, but that basically means if google crawls you in different US areas (which it may or may not) it essentially thinks you have multiple homepages. Does google only crawl from SF-based IPs? 302 passes no juice, so probably don't want to do that. Yelp does a 303 redirect, which it seems like nobody else does, but Yelp is obviously very SEO-savvy. Is this perhaps a better way that solves for the above issues? Thoughts on what is best approach here?

Duplicate Content on Event Pages
My client has a pretty popular service of event listings and, in hope of gathering more events, they opened up the platform to allow users to add events. This works really well for them and they are able to garner a lot more events this way. The major problem I'm finding is that many event coordinators and site owners will take the copy from their website and copy and paste it, duplicating a lot of the content. We have editor picks that contain a lot of unique content but the duplicate content scares me. It hasn't hurt our page ranking (we have a page ranking of 7) but I'm wondering if this is something that we should address. We don't have the manpower to eliminate all the duplication but if we cut down the duplication would we experience a significant advantage over people posting the same event?

How to fix duplicate page content and page titles?
Apologies in advance if this has already been answered (it probably has) - I'm just not seeing it. Is there a guide on here for how to fix the issues brought up by the crawler - specifically, things like duplicate page content, or duplicate page titles? A lot of these seem to have been created by wordpress.org combos that I didn't anticipate - i.e., category pages, author pages, etc. The crawler brings up the problems, but I don' t know where to start to go about fixing them. Also, any guide on best SEO practices or fixing optimization problems, specifically for wordpress.org blogs, would be greatly appreciated. Thanks!
