Confused about Google+ Local vs Google Places

If you're doing SEO for a new local business that currently does not have a Google Places listing (or a Google+ Local page), do you have to set up both for them? Or do you simply create the Google Places listing and wait for Google to merge it to a Google+ Local page?
I am so confused!

I have similar issue like Marie. I can understand your answer. But, I would like to double check what I have concern with Google Plus Local Page & Google Plus Business Page.
I have claimed my business on Google Places and It shows me following URL when search on Google maps.

Basically, I am quite excited and busy with my Google Plus Business Page.

I have checked both pages for Moz and found similar pages which I have.

Where I need to focus and spend my time? If I am working with my Google plus business page so Why Google is not land Google maps users to Google plus business page?

Thank you so much Alan. It is indeed confusing! I've had some people tell me not to create a Google+ Local page because one will automatically be created from my Places listing that I created. (I'm just waiting for PIN verification via postcard). I've had others tell me that yes, I do need to create a Google+ Local page for this business.

Welcome to the world of nonsense. Because there's a couple things to know about this issue
1. "Google Places" has "technically" become "Google+ Local". They claim in their official statements you can continue to use Google Places to maintain business info, and don't HAVE to migrate but that's not viable long-term as far as anyone who discusses it within the industry is concerned.
2. If you actually want to take advantage of the ability for users who have Google+ accounts to review a business, you'll want/need to migrate content from "Places" to "+ Local" if you had content in "Places"
3. The reason for this is it's not a 100% direct automated migration although if you set it up, they will migrate reviews for you but - new rules apply.
So to answer your question, Google is forcing people to HAVE to go with Google+ Local over time if you want maximum value.

Blocking Google From Accessing Our Images - SEO Impact
We recently discovered that we were blocking Google from crawling our cdn, cdn.yournextshoes.com, where all our images are hosted. Unfortunately this went on for several months, and I wonder if this could explain our horrible SEO performance. Does google places mind listing cities on the home page
Hello, A site in our industry is listing a bunch of cities on their home page and ranking for them. Like "Our dog training facility provides services to dogs in city1,city2,city3,city4,city5,city6 state" where the cities and states are relatively in their area. It's working organically, will this confuse google places? Thanks!

Adding panoramio to google places
I recently watched a webinar on seomoz that said that panoramio was great for local search and that you should upload photos into google places from panoramio. I have tried it several times and on several different computers and have got the same response: We are unable to store your image at this time. Does anyone know why this is? Thanks. David

Local Keyword vs Business Name in URL
I am working with a local business owner who has purchased multiple domains. One includes the geographic area she serves and the type of business she runs. The other includes her business name and the type of business she runs. She is unsure of which domain she would like to use as the main URL for her business website. When choosing a domain for a small, local business, would you consider it advantageous to have the main geographic area that the business serves in the URL rather than the actual name of the business? What would be the best use of domain name which isn't selected from a SEO standpoint?

Google Places - Co Working Spaces
Hello, Hope this hasn't been answered but no combination of searches could turn it up. What is the impact for those using a co working space such as http://www.thenetworkhub.ca/ in regards to Google Places and local searches? Assumedly there will be multiple 'businesses' using the same address including suite number. Does this cause issue with Google understanding that these are truly legit 'offices' and work address for honest to goodness businesses? Suppose part of the challenge may be those using this address for just mail and answering... Guess my point is, will 20-40 people using the same address for their places profile be a problem?
