It seems the days where a small business to rank well with out doing linkbait and real marketing are over. What tactics do you still see working post panda and penguin for small budgets ?

I don't think this is the case at all and in many ways it is easier now than ever before for many small businesses to generate more visibility.
Something we often see with small businesses is that they are doing the wrong kind of SEO and they are focusing on building links and playing a bigger game and completely ignoring localised search and local SEO which can be just such an easy win in many business categories.
It's beyond the scope of this topic to cover everything you can do but Google "local SEO" and you will find plenty of tactics that will help for small, local businesses (it's even really easy to do).

For us all the really white seo methodes still work really well:
- Press releases
- Guest posting
- Commenting on related sites (valued comments, no spam)
- Asking our clients/partners to link back to us in related topics
- Running social competitions
List goes on and on, but there are lots of stuff you can do that dont cost that much (mostly time..)
But to get a agressive linking to the site we still havent find a way that worked as well the grey/black seo before the update..
We have also shifted focus more and more over to the social game.. Hopefully it will make the big difference in the future..

If local SEO tends to go hand in hand with small business then not so bad I guess? Even though SEO is "free" and democratic so to speak, by the same principals maybe it's "undemocratic" if it's getting one of the few places on the 1st page of search engines that counts. That in itself doesn't guarantee a business is the one with the most to offer the customer. Previously it would have been more "equal" so to speak with paid advertising and the like.
Perhaps social media will play an increasingly more important role, and maybe that would free SEO. By that I mean I am not on any social sites or have any interest in them other than for business, so as a customer and others like me would need to be reached in other ways. An old fashioned non-social network based search engine for boring serious people like me. 9 / 10 of my searches are for information.
By the way what do you consider a good Global Exact Match for a key word?

How can a high authority website get away with this?
I found out a website i manage recently lost a link from Business Insider - DA 90+ ... after losing this link my DA dropped 5 points! I read the article and it is absolute GIBBERISH. the link that replaced my link actually links to a site that contains pornographic ads (jumbotrons.net). link: https://www.businessinsider.com.au/ninth-circuit-gay-marriage-quote-2012-12 my questions: 1. how would a company this reputable with a DA 90+ be building pages like this without major penalties? (i realize it is from .au (australia) but from research they own that site too) 2. how exactly does this work? are they selling links to people? did my competitor pay them to replace my link with theirs? why create a page that sounds like robots wrote it 3. would it be a good idea for me to try to get the link back? it certainly was helping considering i lost 5 DA points when i lost the link, but it goes against everything that makes sense in what i've read about toxic links and keeping things clean Curious to learn a little more about these dark arts!!!

Website has a barrage of comment backlinks from 2011
When Google rolled out Panda and Penguin, I assume these links have been discounted and any site punishment has already happened. The website is performing well, however, just recently these comment backlinks have started popping up again as "new" backlinks on Ahrefs. Being "newly-found", will this have a negative impact on the website? Should we be worried about these and start disavowing or is it OK to ignore them? Thanks.

More than one link on an external website
Just wanted to clarify my understanding of this... I'm of the understanding that if an external site has more than one link going to your site, then it is only the one link that passes value. If this is the case.... Which is the link that passes value (i.e the first link established or the link that, all factors being considered, is the most valuable for passing authority?) If a second link established on an external website comes from and goes to a different webpage than the first (and is done for the purposes of targeting and boosting a different keyword category/theme), is this then a beneficial practice? If multiple links on an external website all serve to generate solid referral traffic, will this boost rankings, and thereby be a sound practice? Thanks in advance for your help in clarifying this for me!

Consolidating many external blogs onto main website: canonicals or 301s
Hi Everyone, Presently I have many blogs across a range of domains, each one targeting the client/type of user interested in that product (or service in this case). I originally set up this strategy to use the content of each blog to create a "link juice farm" (our products are educational courses so have a COMPLETELY DIFFERENT target market depending on the course area), which in turn links to the related page/course on our main site. My plan is to move all the content from those external blogs into subcategories on my main website blog in order to increase its traffic, authority etc. Originally, I was going to cut and paste the content, then put in appropriate 301 redirects from the external blogs to the main site. However, I then thought about copying all the content to my main site, setting it as the canonical version, and leaving all the external blogs intact and running. The idea being, I still get the benefit of all those external links pointing back at my main website. Which would be the better strategy for me to pursue? Why isn't SEOmoz a BBB accredited Business?
I'm just curious. I help run an online resource-based business. Recent'y, I've done a fair amount of research about becoming a BBB accredited business and it all seems to point to it being worth the money. No only for the link, but also for the potential increase in conversion due to the trust that comes along with their brand. It just seems to make good business sense. But I noticed that SEOmoz isn't accredited, and it made me wonder if there was something I wasn't considering? I mean, why wouldn't they want a valuable link like that? Does anyone know anything I don't?

Duplicate Website.. Please Help!
Hi, My Client's Website has been duplicated, exactly the same website theme and etc. It's like a mirror site and my client couldn't figure out who duplicated his website. Actually, it has been hit by Penguin update last May and didn't fully recover yet, because of unnatural links but there's a little improvement with its ranking. I have already fix the keyword stuffed from his homepage with a link to it and the footer links. After fixing it about a week, its ranking is moving up a bit from page 14 to page 8 but it's not stable. Sometimes it go back to page 10 then back to 8. But there still a lot of unnatural links pointing to his website using its targeted keywords to much. I guess the main issue here are the duplicate site and unnatural links pointing to his website. Link Building for a website with 170 K Pages
My website is having around 170 K webpages and every web page is meant for individual keyword. e.g. keyword for every page is height of a movie star. What should be my link building strategy Should I link other sites to index page of my website (if yes then what should be the anchor text) ? Should I link other websites to individual web pages of my website.
