Wouldn't this be an issue of duplicate content?

I'm currently in the beginning stages of doing SEO analysis for a new client. They're an IT support company here in Phoenix, AZ.
In doing some keyword research and competitive research, I've noticed that one of their competitors (who ranks in the top 3 for many of the targeted keywords), is doing something that I thought would surely be a duplicate content issue.
On their home page, they have dozens of links of zip codes in the Phoenix area. Each link leads to a page devoted to that zip code. Each page is identical, except that the zip code is changed in the header tag. Most of these zip code pages are indexed in Google.
Isn't this an example of duplicate content, or better yet, content spamming? I've seen this thing quite a bit with high ranking sites, and I thought these were the kinds of things that were getting taken care of in the post "Panda" era.
I might just be misunderstanding this whole thing, but any guidance or intel would be greatly appreciated.

I've got the same issue with a client of mine. Their competition is beating them on a lot of searches for their area. The competition site has a link to a 95% duplicate content page for every zip code in the state. Their page are similar to this:
Wet Basements in Minneapolis MN 55101
Wet Basements in Minneapolis MN 55102etc
The same content except for city name and zip code are changed out.

Agreed. I can't stand seeing this. Hopefully, nowadays I'd think this'll be harder to do simply because so many domain names will be taken.

I just saw this working well for a small web design firm in Victoria Australia. They created a separate page for all the towns in the area, linked to it from their homepage and were dominating SERPs for no reason apart from tricking google into thinking it was a larger firm than it was. That stuff annoys the heck out of me

That's what I'm thinking based on what I'm seeing - most of the high ranking sites are pretty bad overall. Lot of old, early 2000 looking sites and all that goes with that.

I would agree with what was said, this is DEFINITELY duplicate content, and is also exteremely Spammy. I unfortunately see this as well on a lot of sites, especially for local SEO, without getting in to detail of these strategies. My view of this is that these concepts are adding absolutely no value to the web, and really should not be done by any legitimate online marker as a means of increasing rankings.
Here is a recommendation, since I don't belive that the "if you can't beat them, join them" approach would be helpful, why don't you create specific pages for each zip code/locality, and create unique content for every page. As a rule of thumb, I try to have 55% of content on any given page unique. Some strategies that work for me is to use local landmarks and events.
I think as google's algorithm progresses strategies like this will be beaten down, but who knows how long it'll take for that to happen.

I see a lot of this for phone numbers too.
In reading your question though, I had to ask myself this question, "Are these sites ranking because there are no better alternatives?" If everyone in the space is using duplicate content/content spamming, they will all be in the results because no one is creating a site with better information.
I would view your research as opportunity. If you feel you need to connect with customers based on zip code, build better pages and become the best result for your users.

Need advice w/ keywords & content to get started with SEO on my own website
I am a real estate agent, marketing properties to Germans moving to / buying an overseas home in my country. I inquired with a few different SEO agencies and I cannot afford their services, $3000+ a month and my market is not huge as you will see in the search data below. So I will have to go ahead and do SEO on my own and will obviously need some help. The space is not competitive which is awesome. (countryname house near the sea buy) the first 5 results are taken by big portals, just the top one has done any optimization at all as you can see the competition is pretty lame, just some of them are doing any SEO, pretty badly (including spammy links), still rank. The way it seems, there are 4 main categories to optimize for: Properties Houses Apartments 'Move to countryname' information Should I optimize my homepage for a 'property' term, 3 other pages for 'house', 'apartment, and 'info' terms? How do I pick keywords to optimize for, esp. considering that they are basically the same e.g.: house in countryname buy countryname house buy house countryname buy or property countryname countryname property property in countryname ...and should I pick just one? What sort of content could I include in a "buy a house in countryname" type of page and how do I write around such keywords? I am having an issue finding examples to follow as there is no competition to emulate and the other markets/countries are dominated by large portals which also seemingly get ranked based on size / authority. Beyond that there is virtually no interest in the country = no traffic, besides general bs such as the language, the weather and such where there are a bunch of huge websites on the first page - so I am not sure what content could I use to drive traffic. I will come up with something, but there are no obvious ones.. My domain name is 1 year old, I have no links yet. Moz reports Page Authority 5, Domain Authority 2 for my domain. Why doesn't Google show my site in the results when searching for my exact URL ?
I haven't done too much work with optimizing the site yet, but I was curious as to why the site doesn't even show up in any of the google results when searching on the exact URL. What could cause this behavior?

Does my website have a bad rank in google because EMD or lack content ?
Hello, I'm a beginner I just started my website xxx a few days ago. I submitted my url to several good quality directories (about 20, the last 3 days), I tried to write different descriptions for each directory. I have a very bad rank on google results (28+) for keywords "psychologue montluçon" I don't know if it's because of : lack of content, EMD, lack of backlinks (I submitted my website to directories, but its seems it takes a lot of time for updates). What's your keyword research system?
What is your process for keyword research? I used Google's Keyword Research Tool for the bulk of my research in the past, so I'm pretty lost right now. However, I'm on the ground level of developing a content strategy for my company's website refresh, and this is a great chance to start from scratch with a sound process. The goal, of course, would be not to respond to keywords, but rather, letting holistic keyword research guide our content strategy. But obviously, I still want to grab low-hanging fruit where I can and beef up weaker parts of the site where possible. After reading Ruth Burr's excellent post last week, I'm testing a few tools, and so far am leaning toward Wordtracker for volume/competition data, cross-referenced with Moz's ranking reporting. However, I still need to check out SEMRush and get friendlier with Keyword Planner. I just want a little SEO angel to fall out of the sky and give me a recipe to follow. No? In case someone asks, my current goal is to identify our target audience's search habits to better reach them through content on our company website. While we serve several communities and do plan to geotarget, we're not there yet. So while I'm glad we have that option on Keyword Planner, there's not much I can do with it today.

Way of including Keyword into content
Hi all! My website is that of a large 7 bedroom luxury villa in Barbados (www.bruadair.com). Now, I am having problems understanding how i can include my targeted keywords in to my content without it looking unnatural and disrupting the quality of the content. I wish to use the keyword phrase 'Large luxury villa in Barbados' however including this directly into on-page elements seems to look unnatural. My current content on my home page is as follows 'Bruadair is a large luxurious villa situated on the prestigious Platinum West Coast of Barbados, located in a beautiful tropical setting with gorgeous beaches just minutes walk away' I want to rank for this keyword however changing to 'Bruadair is a large luxurious villa in Barbados, located in a beautiful tropical setting with gorgeous beaches just minutes walk away' degrades the quality of the content... is there anyway i can get round this issue? Help with understanding how to target keywords not in content ?
I have a customer suggesting the use of keywords related to his competitors but not in the content of his site or how he promotes his brand. The page content is product specific and I use keyword matches for page and site strength. 1.) Does it hurt or help to load up the keywords with misc. keywords (example- the site is for a premium product use the terms "cheap", "affordable") 2.) Any suggestion for almost blank/generic landing pages ? 3.) Any benefit or penalty for using fewer keywords on multiple pages ? (example - target 6-8 words on 30 pages) I need a few discussion points for my next meeting and to clarify my position.
