Competitor is using a blog network - worth reporting?

Hey guys,
Today I checked the backlink profile of a competitor who is #1 in Google Australia for a highly competitive keyword. To my surprise though, every single link (except a few directory link) seems to be from a private blog network. It's a business selling advertisment products, yet somehow seems to have links on blog from website that sell pc repair services, sleepwear, bali villas rentals, etc..
In this case, would filing a spam report in google WMT be beneficial? It's not like they advertise that they sell links (nor are the websites the links are on), but it is quite clear that something dodgy is going on.

Yeah, report it. Lazy SEOs shouldn't benefit, it sends out a bad message.

Go for it. Putting aside any discussion as to whether it's right or wrong to "out" competitors, there's little danger to you if you're not doing anything shady.

Hello Moz Community, Over many years 120 websites were created all under a couple different organizations around the globe. The sites are interconnected via anchor text and domain name links and some redirect to larger sites. The teachings have a central theme and many tools, training programs, events, locations and services are offered on many different websites. Competitor Black Hat Link Building?
Hello big-brained Moz folks, We recently used Open Site Explorer to compile a list of inbound linking domains to one of our clients, alongside domains linking to a major competitor. This competitor, APBSpeakers.com, is dominating the search results with many #1 rankings for highly competitive phrases, even though their onsite SEO is downright weak. This competitor also has exponentially more links(602k vs. 2.4k) and way more content(indexed pages) reported than any of their competitors, which seems physically impossible to me. Linking root domains are shown as 667 compared to 170 for our client, who has been in business for 10+ years. Taking matters a step further, linking domains for this competitor include such authoritative domains as: Cnn.com TheGuardian.com PBS.org HuffingtonPost.com LATimes.com Time.com CBSNews.com NBCNews.com Princeton.edu People.com Sure, I can see getting a few high profile linking domains but the above seems HIGHLY suspicious to me. Upon further review, I searched CNN, The Guardian and PBS for all variations of this competitors name and domain name and found no immediate mentions of their name. I smell a rat and I suspect APB is using some sort behind-the-scenes programming to make these "links" happen, but I have no idea how. If this isn't the case, they must have a dedicated PR person with EXTREMELY strong connections to secure this links, but even this seems like a stretch. It's conceivable that APB is posting comments on all of the above sites, along with links, however, I was under the impression that all such posts were NoFollow and carried no link juice. Also, paid advertisements on the above sites should be NoFollow as well, right? Anyway, we're trying to get to the bottom of this issue and determine what's going on. If you have any thoughts or words of wisdom to help us compete with these seemingly Black Hat SEO tactics, I'd sure love to hear from you. Thanks for your help. I appreciate it very much. Eric

Competitors with duplicate sites for backlinks
Hello all, In the last few months, my company has seen some keywords we historically rank well for fall off the first page, and there are a couple competitors that have appeared that use backlinks from seemingly the same site. For fairness, our site has slow page load speeds that we are working on changing, as well as not being mobile friendly yet. The sites that are ranking are mobile friendly and load fast, but we have heaps of other words still ranking well, and I'm more curious about this methodology. http://www.glasswhiteboards.com.au/ In OSE, glasswhiteboards has the majority of links from whiteboards, and the content between the sites is the same. My page has higher domain authority & page authority, but less backlinks. However, if you take away the backlinks from the duplicate site, they are the same. Isn't this type of content supposed to be flagged? My question is about whether this kind of similar site on different domains is a good idea to build links, as all my research shows that it's poor in the long run, but it seems to be working with these guys. Another group of sites that has been killing us uses this same method, with multiple sites that look the same that all link to each other to build up backlinks. These sites do have different content. If I am getting links on competitor websites, is it safe to assume those competitors are doing this to hurt our SEO?
We have received a few notification from Google Webmaster Tools and Moz that our competitors have "mentioned" our page on their website. This is incredibly odd as you wouldn't think they'd want to do this. Further, when I go to the page that we are supposedly mentioned on, the link to our site is not on the page. What is going on? OSE report doesn't quite reflect the fact for me?
Hope someone could get me some insight if possible. We operate SEO purely on whitehat and for a popular keyword that we have worked hard for years now we ranks 10th. I have compared us with a few competitors who rank better (ranked 1st and 3rd) on OSE and found things confusing. In the following matrix we are way ahead of them in: Domain Authority

Internal Equity-Passing Links plus It shows that both competitors have lots of low quality links as follow -forum signature anchor text links where the account no contribution to the forum
-low authority directories links where many of them are overseas and not industry specific
-links from article sites
-link from sites that are in totally different industries where we only have very a few or no from above I am thinking if the matrix figures from OSE dont count then what else I should be looking at. Any advice? please forgive me if I chose the wrong support question type.0 -

Is my competitor up to no good? Strange site-explorer results.
I'm researching a competitor using site explorer and the seomoz toolbar and getting some strange results. When you search by the domain name in site explorer you get no results, but the toolbar shows 170K incoming links. http://www.opensiteexplorer.org/links?site=www.augustagreenlawns.com I noticed the top referring page was a strange internal url so I ran that through site explorer and discovered 19 links.. When you put the strange link in a browser, it redirects to the home url;.. At this url the toolbar shows 220 links and semoz shows 19 http://www.augustagreenlawns.com/?xid_78e7f=0f2a64344c8de6bdf2d8cdf8de93ea5c http://www.opensiteexplorer.org/links?site=www.augustagreenlawns.com%2F%3Fxid_78e7f%3D0f2a64344c8de6bdf2d8cdf8de93ea5c What is up with that url? What are they doing? This is a site ranking #1 for my local search term even though he has about 50 pages of almost duplicate content. See link below.
