How can I do to improve ranking for head keywords?

Hi guys,
I'm currently working for an italian restautant finder web site
The site currently do not rank for any of the cityName pages eventhough all this pages received a B grade in the on-page report card by Seo Moz and have a great amount of internal links.
This is an example of the pages I'm speaking about:
http://www.cibando.com/ita/ristoranti/milano/milano
As I can changeso little on this page, I'm thinking about creatinng a new cityName page having this URL
http://www.cibando.com/ita/ristoranti-milano
in which I add some text about the city and the restaurants people can have dinner at and add some link to the currently cityName page and categoryCuisine page.
Is it a good idea? Do oyu have any suggestions? Any expert out there give an insight?

Il settore della ristorazione è molto inflazionato non è così semplice.
Primo puoi ottenere facilmente il grado A in on page record ma non ci fare troppo affidamento perché cmq non è sinonimo di posizionamento, te lo assicuro.
Per quanto riguarda l'url:
www.cibando.com/ristorantiamilano o www.cibando.com/milano/ristoranti
può andare bene, orami il trattino puoi anche evitarlo, l'algoritmo riesce a capire che si tratta di interpretare "ristoranti a milano"

Where to use which keywords...
After doing keyword research and coming up with a list of keywords/phrases that I'd like to optimise a specific page for (an additional page to an existing website), I get confused about WHERE to use which keywords. For example, choosing between two keywords like home insurance and specialist home insurance. Let's say home insurance is more searched than the other, and but is more difficult to rank for, and specialist home insurance is less searched but easier to rank for. Firstly, which one should I use as my "main keyword" and secondly, what benefit does the other keyword(s) then have on the rest of the page, and were do I use them? I hope this makes sense. Any help will be greatly appreciated!

Why do my keyword ranking differ from the results on Google ?
I've been working on a specific campaign for a couple of days, and been noticing that my keyword ranking is much different on my campaign than in reality. I tried my keyword on Google (with the same settings I have on my campaign) and my keyword ranks at #5 instead of not in 50, as indicated on my campaign. Can someone give me a hint on this issue ?
