BackLinks Less than other software

Why Domains BackLinks to my sites are less than link in google webmaster tools or in the other software?
In google web master tools i find 323 domains backlink, in other online software the number of domain links is similar.
There are great problem when i must download the backlink to upload in other seo software for different analysis, example buzzstream

Hi Gianluca,
None of the online tools will show you all of the links. However you can create an excel sheet and use a bunch of services to collect all the backlinks they can find. Once you've collected all the backlinks from your Google webmaster tools, Open site explorer, Majestic, and whatever other software you want to use, add all these links to an excel sheet and remove the duplicates.

Backlink question
When I create a website for my clients, I always put our website link in the footer of the description, just to say 'powered by ieatdoorframes' with a link to our website. On SEMrush, its showing as a negative backlink with the reason 'compound', suggesting its a 'money term'. I add this link as I've had success getting new work from clients who like the site we built. Do links on Reference.com and Ask.com count as backlinks?
Hi there Just had a quick question about links on Reference.com or Ask.com. I have been looking at my competitors link profiles to get ideas of who and where I should/could be linking from. One of my main competitors seems to have links on Reference.com and Ask.com which are being listed in there profile. Reference.com are dofollow. Our site is also appearing on these sites, but the links are being listed under our profile. We have been up and running for more that 3 years now. The obviously have high DR and I think must be a contributing factor to their rank, having looked at other links in their profile. It seems strange because I thought these sites are effectively search engines and therefore wouldn't count towards your backlink profile? Can anyone explain? Would be most grateful if someone can. I looked up that testimonials for like, some of our providers, with a backlink back to us, is a legitimate backlink. The thing is they are a provider, not necessarily in the same industry as us. Do testimonial backlinks work?

Which number is important for backlinks?
I'm getting very confused. What is the important number regarding backlinks to my site? The Moz number vs. Hubspot grader spits out vastly different numbers. For the particular site I'm trying to improve, I don't have Webmaster Tools installed yet (waiting for webmaster to do as it doesn't have asynchronous code on it). Also apologies for novice question but I remember once being told that offpage SEO and specifically the amount of external backlinks is responsible for 75% of your SERP. Is that still the case?
